About this opportunity

The City of Salem, Virginia is requesting bids for CCTV inspection and sanitary sewer rehabilitation in the Upper Roanoke River Sewershed under ITB 2026-001, with sealed bids due July 24, 2026 at 10:00 a.m. and public opening at City Hall Council Chambers immediately following. Attendance at a mandatory pre-bid conference held June 25, 2026 is required for bid eligibility.

The scope encompasses CCTV inspection of approximately 74,540 linear feet of sanitary sewer lines (6-inch through 15-inch diameters) and an indeterminate volume of cured-in-place pipe (CIPP) lining, mixed-diameter pipe bursting, open-cut sanitary sewer and lateral pipe replacement, and manhole rehabilitation. Work extends across the Upper Roanoke River Sewershed area within Salem City and Roanoke County. Existing pipe materials include vitrified clay pipe, polyvinyl chloride, and asbestos cement. The contractor must obtain all permits, perform utility location and survey work, and manage site safety and erosion control. Payment is based on actual installed quantities verified through red line drawings and post-rehabilitation CCTV footage; defects identified in post-rehabilitation inspections require correction before payment approval.

The City's estimated budget is approximately $6 million, provided for scope context only and not as a target or maximum. The contract is structured on a firm unit price basis with Work Order 1 included in the bid documents as reference. Substantial completion is required 510 calendar days after Notice to Proceed; final completion within 540 calendar days. Liquidated damages are $750 per day for failure to achieve substantial completion and $500 per day for failure to achieve final completion. Bid security of 5 percent (bid bond) is required for bids exceeding $100,000. The successful bidder must furnish performance and payment bonds within 15 days of award and submit qualifications demonstrating comparable potable water distribution and sanitary sewer pipeline experience. The City is tax-exempt from Virginia sales and use taxes; bid prices must exclude such taxes. Questions are due July 7, 2026, with final addendum to be issued by July 10, 2026. Addendum 1 (issued July 2) clarifies that manhole inspections are handled separately by the engineer and deletes the Affidavit of Non-Collusion requirement. Award will be made to the lowest responsive and responsible bidder.
