About this file
This is Addendum #1 to an Invitation to Bid (ITB) issued by the City of Salem, Virginia Purchasing Department for the Upper Roanoke River Sanitary Sewer Rehabilitation Project (ITB #2026-001). The project involves closed-circuit television (CCTV) inspection of approximately 75,440 linear feet of sanitary sewer lines ranging from 6-inch to 15-inch diameter, along with an indeterminate amount of cured-in-place pipe (CIPP) lining, mixed-diameter pipe bursting, open cut sanitary sewer and lateral pipe replacement, and manhole rehabilitation work in the Upper Roanoke River Sewershed area. A mandatory pre-bid conference was held on Thursday, June 25, 2026, at 10:00 a.m. local time with attendance from representatives of the City of Salem, CHA Consulting (Engineer), and multiple construction companies. Bids are due on Friday, July 24, 2026, at 10:00 a.m. local time, with submission available through eVA or directly to the City of Salem Purchasing Department. The contract is structured as a unit price project with work orders assigned throughout the contract period, with Work Order 1 included in the bid documents as a reference. Substantial Completion is required 510 calendar days after Notice to Proceed, with Final Completion required 540 calendar days after NTP. Liquidated damages are assessed at $750 per day for failure to achieve Substantial Completion and $500 per day for failure to achieve Final Completion.
The City's estimated budget for this project is approximately $6,000,000, provided solely to inform bidders of the general scope and scale and not to serve as a target, minimum, or maximum price. Award will be made to the lowest responsive and responsible bidder. Bid security in the form of a bid bond equal to 5 percent of the bid is required for bids exceeding $100,000. Bidders must submit documentation including a Bid Form, evidence of Virginia business authorization, Virginia Contractor's License, a Bidder Qualification Statement with supporting documentation, and lists of proposed suppliers and subcontractors using forms provided in the addendum. The Affidavit of Non-Collusion requirement has been deleted from Section 004100, Section 2.01.F. Manhole inspections will be handled separately by the Engineer and are not included in this contract. The project is tax-exempt as a sewer project. Questions must be submitted to the Purchasing Manager by Tuesday, July 7, 2026, with a final addendum to be issued no later than Friday, July 10, 2026. Bidders must acknowledge receipt of all addenda as part of their bid submittal.

Bidders are expected to submit pricing based on their own independent cost analysis of the specifications, quantities, and requirements set forth in this ITB. Award will be made to the lowest responsive and responsible bidder in accordance with the terms of this solicitation.
II. Vendor Questions (verbatim):
1. What is the typical size of Work Order?
Response: Work Order 1 can be taken as a reference; however, the amount of work per Work Order can be flexible and will take Contract execution efficiency into account.

Response: The Affidavit of Non-Collusion is not required. In Section 004100, Section 2.01, DELETE item

4. In the contract it indicates Manhole Rehabilitation to be laid out by the engineer after receiving manhole inspections from the contractor; However, I don’t see manhole inspections as a separate line item in the contract. Are we to assume, the cleaning and televising work includes manhole inspections as part of the line item? Or, will this be separated out in some way?
