About this file
This is Addendum #2 to Invitation to Bid (ITB) #2026-001 issued by the City of Salem, Virginia Purchasing Department for the Upper Roanoke River Sanitary Sewer Rehabilitation Project. The addendum extends the publication deadline for the final addendum to Tuesday, July 21, 2026, and extends the bid due date to Thursday, August 6, 2026 at 3:00 p.m. (Local Time), with a public bid opening to follow at 3:05 p.m. in City Council Chambers. The project scope encompasses CCTV inspection of approximately 74,540 linear feet of sanitary sewer lines ranging from 6 to 15 inches in diameter, cured-in-place pipe (CIPP) lining, pipe bursting, open-cut sanitary sewer and lateral pipe replacement, and manhole rehabilitation throughout the Upper Roanoke River Sewershed area within Salem City and Roanoke County. The estimated project budget is approximately $6 million on a firm unit price basis. Substantial completion is required 510 calendar days after Notice to Proceed, with final completion required within 540 calendar days. Liquidated damages are assessed at $750 per day for failure to achieve substantial completion and $500 per day for failure to achieve final completion.
The addendum addresses ten vendor questions regarding material specifications, system approvals, and construction procedures. Key clarifications include confirmation that Fusible PVC will not be approved as an equal to HDPE pipe, definition of a Fully Encapsulated Resin System as having inner and outer film or coating impervious to styrene, confirmation that any point repair system meeting specifications and the City's non-styrene or fully encapsulated resin requirement is acceptable, and guidance that bypass pumping rates exceeding 2,000 gpm should not be experienced based on recent flow monitoring data. Additional clarifications address heavy cleaning compensation beyond three standard passes only with engineer approval, contractor responsibility for determining lateral activity status for all laterals, and work order phasing with reduced mobilization and demobilization expectations. Bidders must sign and include this addendum with their bid submittal to acknowledge receipt and understanding of all changes.

ITB # 2026-001
UPPER ROANOKE RIVER SANITARY SEWER REHABILITATION PROJECT
DATE AND TIME PROPOSAL DUE: THURSDAY, AUGUST 6, 2026 AT 3:00 P.M. (LOCAL TIME)
ADDENDUM # 2
This Addendum # 2, dated July 10, 2026 amends or supplements Invitation to Bid (ITB) # 2026-001 as indicated below:
I. Invitation to Bid (ITB) #2026-001 Clarification(s) and Changes:
1. The City of Salem is hereby extending the publication deadline for the final Addendum to Tuesday, July 21, 2026.
2. The City of Salem is hereby extending the bid due date to Thursday, August 6, 2026 at 3:00 P.M.
(Local Time). A public bid opening will be held at 3:05 P.M. (Local Time) in City Council Chambers.
II. Vendor Questions (verbatim):
1. Can Fusible PVC® be used as an equal to HDPE pipe for the Pipe Burst sections of the project?
Response: Fusible PVC will not be approved as equal for HDPE.
2. The bid schedule references "Non-Styrene or Fully Encapsulated Resin" for both the CIPP lining and internal point repair bid items. However, we could not find where "Fully Encapsulated Resin" is actually defined within the specifications. Would the Engineer consider the attached United Felts EnviroCure system to satisfy the intent of a "Fully Encapsulated Resin" system and therefore be considered an acceptable Approved Equal for this project? If additional information is needed to evaluate the product, please let us know.
Response: The final Addendum and Bid Due Date is being extended to allow for further discussion and evaluation, before providing a response to this question.
3. Section 2.2A states that steam-cured liners are not permitted. The EnviroCure system is designed to be installed using either hot water or steam curing while maintaining its styrene barrier technology. If the
Engineer determines this product is an acceptable system, would steam curing also be permitted when performed in accordance with the manufacturer's recommendations?
4. Response: The final Addendum and Bid Due Date is being extended to allow for further discussion and evaluation, before providing a response to this question
5. If EnviroCure is not considered acceptable, could the Engineer please clarify what constitutes a "Fully
Encapsulated Resin" system for purposes of this project? Understanding that definition will help ensure all bidders are pricing the same type of system.
Response: Fully Encapsulated Resin System indicates that an inner and outer film or coating is present on the inside and outside of the felt tubing that is impervious to styrene and will not allow styrene to exit the system into the environment during curing.
6. The Internal Point Repair bid item also references "Non-Styrene or Fully Encapsulated Resin," while the point repair specification itself allows UV, LED, and thermosetting epoxy systems. Can the Engineer confirm that any point repair system meeting the Point Repair Specification is acceptable provided it also meets the City's intent for the "Non-Styrene or Fully Encapsulated Resin" requirement?
Response: This is correct
7. The Unit Price specification states that bypass pumping under 2,000 GPM is incidental to the work. Can the Engineer clarify how bypass pumping requirements exceeding 2,000 GPM would be handled if encountered during construction?
Response: Based on recent flow monitoring data captured in the project area, bypass pumping rates greater than 2,000 gpm should not be experienced in the field. If flow greater than 2,000 gpm are encountered during construction, additional conversations between the Bidder, Engineer, and City should occur to discuss how this flow rate should be handled.
8. The Unit Price specification defines standard cleaning as up to three passes of the cleaning equipment.
If additional cleaning is required beyond those three passes to prepare the pipe for lining, should that work be compensated under the Heavy Cleaning pay item?
Response: Any additional cleaning that is required outside of those three initial passes shall be compensated for Heavy Cleaning, so long as the Engineer has agreed that Heavy Cleaning is required.
9. The CIPP specification requires reinstatement of verified active laterals. Has the City already identified which laterals are active, or should bidders assume they will determine activity under the Verify Service
Lateral Status pay item for all laterals?
Response: Any Bidders will be required to determine activity of all laterals and only verified active laterals shall be reinstated and renewed or reconnected.
10. The Mobilization bid item indicates it covers all Work Orders issued under the contract. Can the City provide any estimate as to the anticipated number of Work Orders and how they are expected to be released throughout the project? This information would help contractors better understand how the work is expected to be phased.
Response: There is no estimated number of Work Orders available, but each Work Order is intended to be released prior to the conclusion of the prior Work Order, allowing for reduced mobilizations and demobilizations. Timely completion and submittal of Pay Item 2.1 Cleaning and CCTV Inspection of
Sanitary Sewer will facilitate timely releases of additional Work Orders.
