About this opportunity
The Oregon Parks and Recreation Department (OPRD) is requesting bids on the design and installation of a replacement water supply well system at Silver Falls State Park under ITB #14709, with bids due November 2, 2026 and a voluntary pre-bid conference scheduled for October 13, 2026 at 10:00 a.m. PST at the park.
The scope includes site preparation, well drilling to specified depths, casing and screen installation, pump selection and installation, water quality testing, system pressure and flow-rate verification, well development, disinfection procedures, connection to existing distribution infrastructure, and proper abandonment of the existing well. The project encompasses north and south well sites within Silver Falls State Park near Silver Falls Highway SE. All work must comply with American Society for Testing and Materials (ASTM) standards and Oregon Department of Water Resources regulations. Bidders must submit detailed cost proposals covering labor, equipment, materials, and mobilization expenses and provide submittals demonstrating compliance with technical specifications prior to equipment installation. All testing results and abandonment documentation must be submitted upon project completion.
The water-supply well system must meet defined performance standards for well construction, casing materials, screen specifications, grout requirements, pump capacity, water quality acceptance criteria, and system pressure requirements to ensure adequate supply for park operations. The project is funded through Oregon's capital improvement budget allocated to Silver Falls State Park operations and maintenance.
The contract will be awarded to the lowest responsive and responsible bidder meeting all technical requirements. The engineered plans and drawings, prepared by Keller Associates, Inc. (Project Manager Luke Tabor, PE) and dated August 2026, are included in the ITB package. The project includes an Inadvertent Discovery Plan establishing protocols for archaeological finds and human remains, with identified points of contact including OPRD Project Manager Jason Brateng and Park Manager Jason Wagoner.
