About this file
This is a Technical Specifications document for the State of Oregon's ITB #14709 concerning the replacement of the water supply well at Silver Falls State Park. The project involves the design and installation of a new water supply well system to replace the existing infrastructure serving the park. The specifications outline comprehensive requirements for well drilling, casing installation, pump selection, water quality testing, and related mechanical and electrical components necessary for a fully operational potable water system. The work includes site preparation, well development, disinfection procedures, and connection to existing distribution infrastructure. Bidders must comply with all applicable state and federal regulations, including water quality standards and environmental protection requirements. The technical specifications serve as the binding requirements that all submitted bids must meet or exceed.
The specifications detail performance standards for well construction, including minimum and maximum depths, casing materials and specifications, screen specifications for aquifer zones, grout requirements, and pump capacity standards to ensure adequate water supply for park operations. All materials must meet American Society for Testing and Materials (ASTM) standards and relevant Oregon Department of Water Resources regulations. The document establishes acceptance criteria for water quality testing, system pressure requirements, and flow rate specifications. Contractors must provide detailed submittals demonstrating compliance with each specification prior to equipment installation. The specifications also require proper abandonment of the existing well in accordance with state regulations and documentation of all testing results upon project completion.

3. Submit RFI’s on form provided by Project Manager.
4. Number RFI's sequentially; include date submitted.
5. Identify Project, pertinent Plan sheet, detail number, and Technical Specification
Section.
6. Specifically identify time response information as required to avoid impact on construction schedule or cost. Project Manager will endeavor to respond to proper
RFI’s within seven (7) days, if possible.
B. RFI’s shall include written and graphic solutions proposed by Contractor. Project Manager will determine if Contractor’s proposal is in accordance with Contract Documents and design intent of Project.
1. Contractor's failure to make a reasonable effort to propose realistic solution may result in RFI's being returned with no action.
