About this opportunity

New Smyrna Beach Utilities is requesting bids for interior and exterior painting services at three municipal facilities under ITB 13-26, with bids due June 23, 2026 at 2:30 p.m. via VendorLink, a mandatory pre-bid meeting held May 26, 2026 (completed), and a second optional site visit on June 1, 2026. The contractor must be licensed and insured in Florida.

The scope includes interior wall and trim painting on the second and third floors, exterior tunnel and drive-through building, and window lintels at the Central Office Building (200 Canal Street); exterior walls and lift station at the Water Reclamation Facility (3119 SR 44); and perimeter walls, water storage tank, pump house, and generator fuel tank at the South Beach Pump Station (4460 S. Atlantic Avenue). The specification prohibits spray application and sandblasting, with materials limited to Benjamin Moore and INSL-X products specified in Southern Paint & Supply Co.'s coating specification document. Application is restricted to brush and roll except for the lift station building exterior, which may be sprayed on weekends only. Work must occur during normal business hours (Monday–Friday, 7:00 a.m. to 3:30 p.m.) and comply with all specified coating systems for distinct substrate types. All work requires actual field measurements taken by the contractor; drawings are not provided. Vendors who attended the mandatory May 26 site visit may attend the optional June 1 site visit; third-floor restricted areas are documented in Addendum No. 2 with photographs and measurements.

The budgeted amount is $100,000. The contractor must achieve substantial completion within 60 consecutive calendar days and final completion within 30 consecutive calendar days thereafter, with liquidated damages of $250 per day for failure to meet substantial completion and $50 per day for final completion. A $5,000 project contingency addresses minor field discrepancies. Subcontractor work may not exceed 50 percent of total scope and must be Florida licensed. The contractor must furnish a bid bond of at least 10 percent of the bid price and performance and payment bonds equal to the contract price. Insurance requirements include Workers' Compensation (statutory), Employers' Liability ($500,000), General Liability ($2,000,000), Automobile Liability ($1,000,000), and Professional Liability ($1,000,000 if applicable). A 12-month warranty covers all work and materials. Progress payments are made upon work completion; final payment is due within 45 days of acceptance. Addendum No. 3 (posted June 10) specifies detailed material and application requirements for handrails, doors, and the lift station building. All addendum acknowledgment forms must accompany proposals.
