About this file

This is a Standard Coating Specification document prepared by Southern Paint & Supply Co. for New Smyrna Beach Utilities, establishing uniform requirements for interior and exterior painting services across all municipal facilities. The specification defines mandatory coating systems for eight distinct substrate types, including previously painted masonry surfaces, non-ferrous metals, architectural metals, ferrous metals in high-performance areas, concrete floors, uncoated CMU block, rusty metal lintels, and interior walls and trim. All work must be performed at three locations: Central Office Building (200 Canal Street), South Beach Pump Station (4460 S. Atlantic Avenue), and Water Reclamation Facility (3119 SR 44). A mandatory pre-bid meeting is scheduled for 9:00 A.M. on Tuesday, May 26, 2026, at the Central Office Building, with site visits to all three locations. The specification explicitly prohibits spray application, sandblasting, and any substitutions or alternate products; all contractors must use only the specified materials and application methods to maintain bid consistency and warranty eligibility.

The document establishes a seven-year, non-prorated material warranty for exterior coating systems when applied in full compliance with specifications and manufacturer technical data sheets. All specified coating products are sourced from Benjamin Moore & Co. and INSL-X product lines, with detailed product numbers and application requirements for each substrate type. Contractors must maintain Florida licenses, proof of insurance, and compliance with OSHA regulations and manufacturer safety guidelines. The Owner reserves the right to conduct inspections at various project stages to verify proper surface preparation and application practices, and rejected work must be corrected at the contractor's expense. The specification emphasizes that no deviations from specified materials, preparation methods, or application procedures are permitted without prior written authorization from New Smyrna Beach Utilities, and any unauthorized changes may require removal and correction at contractor expense.

PURPOSE

New Smyrna Beach Utilities has established this Standard Coating Specification to define uniform requirements for surface preparation, coating materials, and application procedures for all buildings, structures, and related components. This document is intended to serve as the single governing coating standard for all facilities, replacing prior project or structure-specific specifications.

The purpose of this specification is to ensure:

• Consistent coating performance and appearance across all substrates

• Long-term durability, corrosion protection, and service life

• Proper surface preparation and application practices

• Clear accountability for contractors, material suppliers, and the Owner

All work shall be performed strictly in accordance with the written scope of this specification, the Finish Schedule, and the applicable manufacturer’s Technical Data Sheets (TDS). When properly applied, the specified coating systems are designed to meet or exceed the minimum service requirements for the environmental and operational conditions present at New Smyrna Beach Utilities facilities.

This specification has been developed with consideration given to environmental exposure, substrate conditions, preparation requirements, coating compatibility, film thickness, and overall system performance. These factors are critical to achieving coating integrity, longevity, and acceptable appearance.

To ensure consistency, quality control, and an equitable bidding process, no alternate, “equal,” or substitute products are permitted. Contractors are required to use only the coating materials specified herein, without exception. This requirement ensures that all bidders are pricing the same materials, all coatings are applied in accordance with proven systems, and the Owner receives the intended level of performance and protection.

This Standard Coating Specification is intended to:

• Establish a clear and enforceable baseline for all coating work

• Hold contractors accountable for proper preparation and application

• Provide material suppliers and inspectors with a definitive reference

• Protect the long-term interests of New Smyrna Beach Utilities

Compliance with this specification is mandatory for all coating work performed for New Smyrna Utilities.

WARRANTY & INSPECTIONS

An evaluation of the facilities covered under this Standard Coating Specification has been conducted for the purpose of establishing uniform coating systems and performance expectations. This specification has been developed to achieve a seven (7) year, non-prorated material warranty for the exterior coating systems when applied in full compliance with this document and the manufacturer’s written instructions.

The Contractor shall be responsible for ensuring that all surface preparation, application methods, film thicknesses, cure times, and environmental conditions strictly conform to the requirements of this specification and the applicable Technical Data Sheets (TDS). Failure to comply with these requirements may result in loss of warranty coverage and may require corrective work at the Contractor’s expense.

A designated manufacturer’s representative shall have the right to inspect the work at various stages of the project, including but not limited to:

• Surface preparation

• Application of primers and intermediate coats

• Application of finish coats

These inspections are intended to help verify proper preparation and application practices and to support eligibility for the specified warranty. Such inspections do not relieve the Contractor of full responsibility for the quality and compliance of the work.

All products, systems, and warranties referenced herein are based solely on Benjamin Moore & Co. materials. No alternate manufacturers, products, or “equal” systems are permitted.

Warranty coverage shall apply only to materials supplied and applied in strict accordance with this specification. Any deviation from the specified products, preparation procedures, or application requirements—whether intentional or otherwise—shall void the warranty unless expressly approved in writing by New Smyrna Beach Utilities.

This Warranty & Inspection process is established to:

• Protect the long-term performance of the coating systems

• Ensure consistency and quality across all coated substrates

• Provide a clear framework for inspections and accountability

• Support enforceable warranty coverage for the Owner

TERMS AND CONDITIONS

The following Terms and Conditions apply to all coating work performed under this Standard Coating Specification at facilities owned or operated by New Smyrna Beach Utilities, unless modified by written special conditions specific to an individual facility.

These provisions establish baseline requirements for contractor responsibility, compliance, and project administration and are intended to apply uniformly across all facilities.

A. CHANGES TO WORK

1. This Standard Coating Specification defines the minimum acceptable requirements for coating work. Contractors shall not deviate from the specified materials, surface preparation methods, or application procedures without prior written authorization from New Smyrna Beach Utilities.

2. Any changes to the scope, materials, or procedures established by this Standard shall be initiated only by the Owner and issued in writing as a change directive, work order, or project-specific amendment.

3. Unauthorized changes, substitutions, or deviations shall not be accepted and may require removal and correction at the Contractor’s expense.

B. SUBSTITUTIONS AND ALTERNATES

1. No substitutions, alternates, or “or equal” products are permitted under this Standard Coating Specification.

2. All coating materials, systems, and application requirements are mandatory and shall be used exactly as specified.

3. Requests for alternate materials shall not be considered unless explicitly allowed under a written, Owner-issued exception applicable to a specific facility or project.

C. LICENSING AND REGULATORY COMPLIANCE

1. Contractors shall maintain all required licenses, certifications, and registrations necessary to perform coating work in the State of Florida and within the applicable jurisdiction.

2. Contractors shall comply with all applicable federal, state, county, and local laws, codes, and regulations related to the performance of the work.

D. INSURANCE

1. Contractors shall meet all insurance requirements established by the City of New Smyrna Beach and New Smyrna Beach Utilities for the applicable project.

2. Proof of required insurance shall be provided prior to commencement of work and maintained for the duration of the project.

E. SAFETY AND JOBSITE CONTROL

1. Contractors shall comply with all OSHA regulations, facility-specific safety requirements, and manufacturer safety guidance for materials used.

2. Contractors are responsible for maintaining safe work areas, including appropriate barricades, signage, and access controls, to protect personnel, the public, and facility operations.

3. The Owner reserves the right to suspend work if unsafe conditions or practices are observed.

F. QUALITY CONTROL AND RESPONSIBILITY

1. Contractors are solely responsible for the quality and compliance of all work performed under this Standard, regardless of inspections or observations by the Owner or manufacturer representatives.

2. Inspections conducted by the Owner or manufacturer representatives do not relieve the Contractor of responsibility for proper preparation, application, or adherence to this specification.

G. PRE-BID MEETINGS AND SITE VISITS

1. New Smyrna Beach Utilities may require mandatory pre-bid meetings or site visits for individual projects governed by this Standard.

2. When required, attendance shall be mandatory and may be a condition of bid acceptance.

H. PROJECT-SPECIFIC CONDITIONS

Surface Preparation

Surface must be dry, clean, and sound; free of chalk, peeling paint, form oils, efflorescence, and mildew. Remove chalk, surface deposits, and loose or scaling paint by scraping, sanding, and preferably power washing.

Glossy areas should be dulled. Un-weathered areas must be power washed or scrubbed with a detergent solution and rinsed to remove surface salts that can interfere with adhesion. Loose, sandy masonry should be hosed down thoroughly to remove surface particles and allowed to dry.

For masonry that has been allowed to cure for a minimum of 7 days under normal drying conditions and has a pH of 13 or less may be sealed with Ultra Spec® Masonry Interior/Exterior 100% Acrylic Sealer (608) prior to finishing.

A common exterior paint failure on masonry construction is peeling and scaling, often caused by painting over chalk deposits. The most practical and efficient way to remove this substance is by power washing. Multiple coats of paint that are in an advanced state of deterioration or prior applications of cement based coatings must be removed to a sound substrate.

WARNING! If you scrape, sand or remove old paint, you may release lead dust. LEAD IS TOXIC. EXPOSURE TO LEAD DUST

CAN CAUSE SERIOUS ILLNESS, SUCH AS BRAIN DAMAGE,

ESPECIALLY IN CHILDREN. PREGNANT WOMEN SHOULD

ALSO AVOID EXPOSURE. Wear a NIOSH-approved respirator to control lead exposure. Carefully clean up with a HEPA vacuum and a wet mop. Before you start, find out how to protect yourself and your family by contacting the National Lead Information Hotline at 1- 800-424-LEAD or log on to www.epa.gov/lead.

Application Cracks, voids, transitions, changes of angle and junctions or dissimilar materials should be cleaned, primed with Coronado® Acrylic Masonry Sealer and then patched with a high-quality patching compound or acrylic urethane sealant, and these materials should be allowed to completely dry. Failing mortar joints should be replaced and tuck-pointed with new mortar. Large "bug holes" or gravel pocks should be filled with mortar or cementitious patching materials and allowed to cure before continuing.

Stir product thoroughly prior to use. Apply product by spray, or roller (for smaller areas) to be determined by job conditions, size and applicator preference.

Spray: Best accomplished by using a pump capable of spraying textured materials, such as the Graco® TexSpray RTX, or similar, with a 6mm nozzle.

NOTE: Textured product may experience packing in commercially available airless tips. If this occurs, apply by hopper type gun or power roller.

Sprayed finishes must be knocked off using a 3/4" to 1" lambs wool cover or loop roller to ensure uniform coverage. Knock Off is best accomplished in vertical passes down the wall, lifting the roller away from the wall at the end of each downward stroke.

Roller: Apply in 2 cross hatch coats (perpendicular to one another), utilizing a 1-1 ½” cover. Apply 9 to 10 mils wet per coat. Follow drying schedule listed in Technical Data Table above before applying second coat. A typical system is either two coats of the same texture or on porous masonry (such as CMU or split faced) one coat of smooth or sand finish, followed by the desired texture finish coat(s). Waterproofing systems require all coats to be pinhole-free for best results.

Thinning: Not required, however in hot weather, thin sparingly with water.

Clean Up Wash brushes, rollers, and other painting tools in warm soapy water immediately after use. Spray equipment should be given a final rinse with mineral spirits to prevent rusting.
