About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department issued Invitation for Bid (IFB #18-025/JM) on December 11, 2017, for the establishment of a term contract to supply irrigation whole goods, parts, and accessories from original equipment manufacturers (OEM). The procurement encompasses 26 specified manufacturers including Hunter, Rainbird, Toro, Irritrol, and Ames International, among others. Bidders must provide single, fixed percentage discounts from current manufacturer suggested retail prices (MSRP) for both whole goods and repair parts and accessories across all listed manufacturers. The evaluation criteria require that the successful bidder be selected on an item-by-item basis, awarding to the responsive, responsible bidder offering the greatest single fixed percentage discount from the current MSRP for each manufacturer. Required qualifications include acknowledgment of bidder qualification information and evidence of authorization from the manufacturer if the bidder is not the manufacturer itself. The successful bidder must maintain current catalogs and MSRP information, provide electronic online ordering and parts catalogs, and email daily parts invoices, with delivery required within five calendar days of receiving a term contract delivery order and F.O.B. point at destination. The bid submission deadline is January 4, 2018, at 4:00 p.m. at the Palm Beach County Purchasing Department office located at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.

This procurement includes a Small Business Enterprise (SBE) participation requirement establishing a minimum 15 percent SBE goal for all solicitation work. The contract term is 60 months or until the estimated amount is expended, whichever occurs first, at the discretion of the County, with an anticipated contract value of $800,000 over the contract term. Pricing shall consist of a single, fixed percentage discount applied uniformly to all items within each manufacturer's price list, with the same discount applying to both delivered and picked-up items, and separate shipping charges are not permitted and must be factored into the discount percentage offered. The County reserves the right to reject bids resulting in awards of less than $1,000 or multiple small fragments due to administrative costs and operational complexity. All items are subject to post-sale audit adjustment to ensure compliance with quoted price lists and discounts.
