About this opportunity
Palm Beach County Board of County Commissioners, through its Procurement Department, is soliciting bids under IFB 27-009/BB for landscape maintenance on central county roadways under a term contract, with questions due December 2, 2026 and bids due December 16, 2026 at 4:00 p.m. local time. A 5% local preference applies to bidders with a permanent place of business in Palm Beach County established before solicitation issuance, verified by a valid Business Tax Receipt and Certification of Business Location. The Small Business Development Program requirements also apply to the non-federally funded portions, requiring Schedule 1 and Schedule 2 documentation for any subcontractors.
Services include mowing, trimming, edging, and debris removal of turf areas and rights-of-way, performed on every visit according to the Mowing Schedule in Attachment E. Crews must remove trash and litter before mowing, prevent clippings from reaching pavement, avoid scalping and tire ruts, and clear clumped cuttings. Rights-of-way extend one foot behind a power pole, pathway, or sidewalk, whichever is furthest, unless the Contract Administrator specifies other boundaries at the pre-bid site inspection. Drainage features and wetland mitigation areas may require different mowing practices. Performance during emergencies is a first-priority obligation for the successful bidder.
Vendors must register in the County's Vendor Self Service system, and subcontractors must do the same before contract finalization. The County will conduct criminal history records checks on all vendor employees who will be unescorted at critical or criminal justice information facilities.
Pricing must be submitted as single, fixed unit prices with no escalation clauses. Prices remain firm for ninety days from bid submission and throughout the initial and any subsequent term. The contract is a term contract with potential renewal options. Bids must be sealed, with one electronic copy on CD or flash drive, delivered to the Palm Beach County Procurement Department, 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199. The County reserves the right to reject any or all bids and to terminate for convenience or default.

The rights-of-way may contain features designed to detain drainage water and may require mowing practices that are different in nature or frequency than other sections of the job site, due to standing water and/or the protection of wetland plant species used in mitigation areas. Successful bidder shall remove all trash, litter, and debris from the entire area prior to initiating any mowing of the turf area. Upon completion, a mowed area shall be free of clumped grass cuttings, and tire tracks or ruts from mowing equipment. Any material so discharged shall be considered trash and removed immediately prior to proceeding with mowing of other areas. Chute guards shall be in place at all times. All trash and litter shall be removed, and legally disposed of, by the successful bidder at no additional cost to the County. Any papers, cans or bottles that are cut or broken during maintenance operations shall be completely removed from the site prior to proceeding with the maintenance of other areas.
