Collier County's Board of County Commissioners Procurement Services Division has issued Invitation to Bid (ITB) No. 24-8290 for Irrigation Pump Station Maintenance, Repairs, and Services, targeting the Road, Bridge, and Stormwater Division's infrastructure. The solicitation seeks qualified vendors to provide comprehensive maintenance services for 63 irrigation pump stations covering 274 miles of roadway median landscaping, including preventive maintenance, equipment evaluations, testing, diagnostics, technical support, pump and system repairs, parts replacement, and installation. Services will cover both centrifugal and submersible well pump motors ranging from 5 to 25 horsepower, with specific requirements for work zone safety and compliance with FDOT and MUTCD standards. Vendors must hold appropriate contractor licenses, demonstrate a minimum of three years of commercial experience in similar services, and provide professional references. The contract term is three years with two potential one-year renewal options, with bids due on November 22, 2024, at 3:00 PM EST, and vendors must submit electronic bids through the Collier County Procurement Services Division Online Bidding System.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though it does include a local vendor preference option for businesses with a current Collier County or Lee County business tax receipt. Vendors must be enrolled in the E-Verify program and comply with immigration laws. Insurance requirements are comprehensive, including Worker's Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability, with specific coverage limits and additional insured provisions. The procurement allows for markup on materials (15%), equipment (10%), and subcontractor services (15%), with historically documented departmental spending of approximately $192,000 over the three-year agreement term. The county reserves the right to award to the lowest responsive and responsible vendor and may potentially identify primary, secondary, and tertiary awardees. Performance and Payment Bonds are required for projects exceeding $200,000, and the contract may be utilized by other county departments following award.
