About this opportunity

NC State University's Sea Grant and Biological & Agricultural Engineering Departments are seeking proposals for the construction of a 2-acre irrigation pond and 15-acre water farming system at the Caswell Research Farm in Kinston, North Carolina. The project, funded by the NC Land & Water Fund's Flood Risk Reduction Grant Program, aims to develop a research and demonstration site for temporary water storage and reuse to mitigate downstream flooding, improve water quality, and increase crop productivity. Contractors must have a minimum of 3 years' experience with agricultural, stormwater, or environmental restoration projects and provide three relevant project examples with references. The RFP requires a comprehensive proposal including all labor, equipment, materials, and expenses for excavation, earthwork, piping, and water control structure installation. A mandatory pre-proposal conference is scheduled for December 6, 2024, with proposals due by 2:00 PM on January 3, 2025. The contract period runs from February 1, 2025, to June 15, 2025, with no planting or harvesting during construction. Evaluation criteria include 20% apparent ability, 20% qualifications/experience, and 60% cost.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in the procurement documents. The project will be administered by NC State University faculty and staff in coordination with the Caswell NCDA farm staff, requiring regular meetings and communication. No incumbent vendors or current contractors are explicitly identified. The project requires integration with existing Caswell Research Farm infrastructure and will involve close coordination with the NC Department of Agriculture and Consumer Services. Contractors must obtain a NC general contractor's license and provide a certificate of insurance, with bonding only required if the project bid exceeds $500,000. While a specific budget range is not explicitly stated, the comprehensive nature of the project suggests a significant investment in agricultural and water management infrastructure. Proposals must be submitted through the Bonfire Public Portal, with technical and process-related questions to be directed to NC State University Purchasing department by December 6, 2024.
