RFP #63-KGS1054211 - Irrigation Pond & Water Farming System (REBID) Question # Reference Section Question University Response starting December 12-18

1 Terms and conditions Are any bonds required for this project?

If the project bid exceeds $500,000.00 in construction costs, a bond is required per . No bonding is required if it is below $500,000.00.

2 General If we want to come back here and see the project site can we?

All companies who attended the mandatory pre-proposal conference can arrange for a second site visit directly with the manager of the farm, Phillip Winslow, (during business hours). You must notify him with a day notice (preferred) or at least a 3 hour notice.

Phillip Winslow @ phone: 252-527-3579 or email:

phillip.winslow@ncagr.gov Note: Questions that arise during your site visit should be sent directly to NC State’s Procurement Specialist, Kristen Shelton, per Addendum #1. No questions should be asked to the owner to ensure we are fair and transparent to all contractors.

3 General Can the questions due date be extended?

Yes, see Addendum #1 and the updates on Bonfire listed under Important Events.

4 General Should we be as neat as we can?

Yes, we expect the contractor to operate and manage the excavated soil material in a neat and orderly fashion that concentrates material movement around the perimeter of the field rather than frequent/excessive tracking across the field.

5 Section 2 When should boots be on the ground, what are the dates between?

See Section 2. February 1, 2025 through June 15, 2025 - Completion - Construction must be completed.

6 Appendix_A._Construction_Plans Can you share the CAD files? Yes, you can view all the AutoCAD files, .

7 Appendix_A._Construction_Plans Are there guide wires in the berm?

Yes, the guide wires are inside the berm area. The berm construction includes a small ramp on the N.E. corner to allow Kinston Power access to utility lines. The berm is designed to accommodate equipment access for the utility company.

8 Appendix_A._Construction_Plans

What is the utility arrangement? Removal and/or modification of the guide wires will be completed by others in order to facilitate construction of the berm. The contractor is responsible for coordinating with the City of Kinston to do this work and must include NCDA (Phillip Winslow) in this process.

9 Appendix_A._Construction_Plans Are the guide wires in the way?

The guide wires are within in the berm. The berm must be compacted. The contractor must work with power company to address removal and/or adjustment of the guide wires so that the berm can be constructed and compacted (see response to question #7 above).

10 Appendix_A._Construction_Plans What do the water controls look like?

The Water Control Structures (WC) consist of an aluminum box riser (inlet) with a round metal outlet pipe section that inserts into the double-wall plastic pipe like what has already been installed in the plastic pipe at the downstream end of the property. The metal pipe section will be fastened to the plastic pipe and a water tight sealant installed. Stainless bolts and nuts should be utilized to fasten the provided aluminum structures to the plastic pipe in at least 6 locations around the pipes. The 1 foot drop box must be filled with concrete not to exceed the elevation of the aluminum channel that is at the bottom of the pipe.

11 Appendix_A._Construction_Plans

Do we need to keep the guide wires in the berm? Or can we take the wires down temporarily and fill the berm and put it back?

The power company will either temporarily detach and reinstall or replace the guide wires. See response to question #7 above).

Statute 44A-26 here https://www.ncleg.net/enactedlegislation/statutes/html/bysection/chapter_44a/gs_44a-26.html#:~:text=In%20the%20discretion%20of%20the,1.)

https://drive.google.com/file/d/1WZsByaQ8oZPA1BW9h-VTfImiGWvRkREE/view

12 Appendix_A._Construction_Plans

Where do we pile the topsoil, anywhere or a specific spot? The topsoil can be temporarily stored in the field area near the pond.

This should be convenient since the contractor will not want to move the material far from the pond excavation area. The contractor must still limit tracking across the field.

13 Appendix_A._Construction_Plans Will the project team provide any survey staking?

No, we will not provide any survey staking. We will provide the AutoCAD files (see response to question #6 above).

14 Appendix_A._Construction_Plans Compaction dirt in the bottom of the cut if the dirt is wet?

Proper dewatering of the pond must occur before the start of and during excavation. Any wet soil that is encountered shall be placed on the field berm near the upstream end of the project (south). We do not want this material on the berm downstream of the pond as this could result in failure of the pond embankment

15 Appendix_A._Construction_Plans In building the berms, is it limited tracking equipment?

Our suggestion is to excavate and dispose of the material by tracking in a loop around the perimeter of the fields in order to construct the berm. This will limit tracking across the field area.

16 Appendix_A._Construction_Plans; 2.1 Please provide some clarification regarding the ramp for electrical utility berm access

The utility access ramp is 16 feet wide and 81 feet long. It has a ramp slope of 6% with side slopes of 2:1.
