About this opportunity

The Florida Department of Transportation (FDOT) State Materials Office is conducting a single-source procurement for an IrisPRO Pave Upgrade, specifically involving the upgrade and replacement of a Laser Crack Measurement System (LCMS). The procurement seeks to replace hardware and equipment that has exceeded its service life, with a critical objective of maintaining the system used for monitoring, assessing, and reporting on Florida's roadway conditions. The contract will run from October 1, 2025, to January 30, 2026, with a total estimated value of $328,992.00. Prospective vendors must submit information by 5:00 p.m. EST on September 18, 2025, through specified email or mailing addresses. The procurement follows section 287.057(3)(c) of Florida Statutes and requires a 15-business-day posting period to allow potential vendor input and verification of the single-source justification.

The procurement is specifically targeted to International Cybernetics Company, LP (ICC), which is identified as the sole vendor capable of providing this specialized equipment. ICC is the manufacturer of the LCMS and possesses exclusive rights to its proprietary equipment design, computer control systems, software, and hardware components. No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the documentation. The system's unique proprietary nature means that ICC is the only vendor capable of repairing, evaluating, and providing software updates for the LCMS. The procurement is limited to Leon County, Florida, and is critical for ensuring compliance with FDOT and Federal Highway Administration (FHWA) Pavement Condition Guidelines. If no alternative vendors are identified during the 15-day review period, FDOT intends to proceed with a direct purchase from ICC for the full contract amount of $328,992.00.
