About this file

This document is a Description of Intended Single Source Purchase form from the Florida Department of Transportation (FDOT), detailing a procurement for an IrisPRO Pave Upgrade. The project involves moving and upgrading the Laser Crack Measurement System (LCMS) to replace hardware and equipment beyond its service life. The contract term is from 10/1/25 to 1/30/26, with a posting date of 8/27/2025 and a last day for receipt of information on 9/18/2025. The LCMS is critical for monitoring, assessing, and reporting on the condition, performance, and safety of Florida's roadways, and is required for compliance with FDOT and Federal Highway Administration (FHWA) Pavement Condition Guidelines.

The estimated dollar amount for this single-source acquisition is $328,992.00, with International Cybernetics Company, LP (ICC) identified as the sole vendor. The justification for the single-source procurement is that ICC manufactures the equipment and is the only vendor capable of repairing, evaluating, and providing proprietary software updates for its specialized LCMS. The system includes proprietary items such as equipment design, computer control systems, software, and hardware components, which are not available through competitive outlets or from other vendors. The procurement follows section 287.057(3)(c) of Florida Statutes and requires a 15-business-day posting period for potential vendor input.
