About this opportunity

The Florida Department of Environmental Protection's Bureau of Design and Construction is soliciting competitive sealed bids for the Topsail Hill Preserve State Park Facilities Redevelopment project through Invitation to Bid BDC49-24/25. The base bid scope requires a licensed contractor to provide comprehensive services including constructing a new ADA accessible boardwalk with an attached pavilion, adding two family restrooms adjacent to an existing restroom, making minor interior modifications to the existing restroom for ADA compliance, and expanding an existing tram stop. Bidder prequalification is mandatory, with contractors required to submit a biennial pre-qualification letter from FDEP's Bureau of Design and Construction or provide a current State Contractor license certification and Corporate Charter registration. The bid documents will be available for download on April 14, 2025, with bid submissions due by 3:30 pm ET on May 15, 2025, and bid posting expected by May 22, 2025. Builder's Risk Insurance must be included in the bid price, and the project must be designed and constructed in accordance with green building standards. The project is located at Topsail Hill Preserve State Park in Santa Rosa Beach, Walton County, Florida, with Kenny Franklin serving as the project manager.

The Department of Environmental Protection explicitly supports diversity in its procurement program and encourages sub-contracting opportunities that reflect the full diversity of Florida's citizens. Minority businesses are strongly encouraged to participate, and the bid includes specific provisions for accessibility and accommodations for individuals with disabilities. Vendors must utilize the U.S. Department of Homeland Security's E-Verify system to confirm employment eligibility of all persons working on the project. While a specific award value is not disclosed, the comprehensive scope of work suggests a significant infrastructure investment. Potential bidders must adhere to specific compliance requirements, including providing documentation of contractor licensing, corporate registration, and meeting ADA and green building standards. The procurement process includes provisions for bid protests, with detailed instructions for filing notices of intent to protest within specific timeframes. Interested contractors must carefully review all requirements, including the need for Builder's Risk Insurance and compliance with state procurement regulations.
