About this opportunity

The Florida Department of Environmental Protection, Bureau of Design and Construction is soliciting competitive sealed bids for the Topsail Hill Preserve State Park Facilities Redevelopment project (Bid No. BDC39-24/25) located in Santa Rosa Beach, Walton County. The procurement involves a comprehensive facilities improvement project with a base bid for boardwalk construction and two alternate project components: beach access restrooms with a tram pavilion and a Campbell Lake ADA kayak launch with an ADA path. Bidders must be prequalified through FDEP's Bureau of Design and Construction and provide a biennial pre-qualification letter or submit current state contractor license certification and corporate charter registration. The project requires Builder's Risk Insurance to be included in the bid price and must adhere to green building standards. Bid submissions are due no later than 3:30 pm (ET) on Tuesday, April 1, 2025, to be delivered to the Bureau of Design and Construction in Tallahassee, with bid posting scheduled for April 8, 2025. The project will be managed by Kenny Franklin, and bid documents will be available for download starting February 24, 2025, with interested firms able to obtain project details by emailing BDC_Contracts@dep.state.fl.us.

The procurement emphasizes diversity and inclusion, with the Department of Environmental Protection actively encouraging sub-contracting opportunities that reflect the full diversity of Florida's citizens. Minority businesses are strongly encouraged to participate, and the bid includes specific provisions for accessibility, such as accommodations for individuals with disabilities and alternative communication methods. The contract includes mandatory E-Verify requirements, compelling the selected vendor to confirm employment eligibility for all persons working on the project using the U.S. Department of Homeland Security's E-Verify system. Bidders must also comply with ADA requirements and provide equal access to bid documentation and meetings. While a specific budget range is not explicitly stated, the comprehensive nature of the project—involving boardwalk construction, restroom facilities, and ADA infrastructure improvements—suggests a substantial investment in park facility redevelopment. The procurement process includes a formal protest mechanism, with specific guidelines for filing notices of intent to protest, ensuring transparency and providing vendors with a clear path for addressing potential concerns about the bid specifications.
