About this opportunity

The State of Alaska Department of Transportation and Public Facilities (DOT&PF) Southcoast Region is issuing an Invitation for Quotes (IFQ) under Contract No. SPC-25263009A for the complete demolition of two derelict wood-frame buildings located at Kodiak Airport in Kodiak, Alaska. The procurement requires contractors to furnish all labor, equipment, materials, supervision, and incidental services necessary to execute the full demolition work, including removal of building contents, surface debris, and hazardous materials such as mercury-containing light bulbs and PCB-containing components in accordance with federal, state, and local regulations. Specific deliverables include disconnection of all utility services, removal of approximately 96 linear feet of fencing associated with Building 1, excavation and proper handling of contaminated soil under Alaska Department of Environmental Conservation (ADEC) oversight, and site restoration with compacted crushed aggregate. The hazardous materials assessment identified 44 mercury-containing fluorescent bulbs, 22 potentially PCB-containing ballasts, 19 lead-acid batteries, three above-ground fuel storage tanks, abandoned vehicles, and miscellaneous chemicals requiring removal and proper disposal at EPA or ADEC-permitted facilities. All demolition personnel involved in lead disturbance, asbestos removal, or chemical hazards handling must be trained and certified according to 29 CFR standards and EPA requirements, and contractors must engage qualified environmental professionals to prepare ADEC-approved work plans and conduct comprehensive monitoring and testing throughout demolition activities. Quotes must be received by 4:00 p.m. on February 24, 2026, submitted to the Contracts Officer at 6860 Glacier Highway, Juneau, Alaska, or via email to srdotpfcontracts@alaska.gov; work must commence within 10 calendar days of Notice to Proceed issuance and be completed on or before June 30, 2026. Questions regarding document downloads or procurement details should be directed to Jenny Huntley, Chief of Contracts, at (907) 465-4420 or (907) 465-4238 fax.

The procurement does not include Davis-Bacon wage requirements or specific set-asides for disadvantaged enterprises, though Alaska business licensure is mandatory at the time of quote opening and bidders may qualify for a 5% Alaska Offeror's preference and Alaska Products preference if meeting specific criteria. The Department reserves the right to award both buildings, Building 1 only, or Building 2 only, depending on available project funds, with priority given to awarding both buildings. Quotes exceeding $160,000 will be deemed non-responsive, and quotes of $100,000 or greater require a 5% bid bond (bid guaranty); awarded contracts exceeding $100,000 must include Payment and Performance Bonds. Required insurance includes Workers' Compensation, Commercial General Liability with a $300,000 minimum limit, and Commercial Automobile Liability with a $300,000 minimum limit. The project cost estimate falls between $100,001 and $200,000, with all disposal of demolition debris at licensed facilities and associated permit fees considered incidental to the bid. Subcontractors must be listed and approved by the Procurement Officer prior to award, and a Notice of Work filing with the Department of Labor is required if the contract exceeds $25,000.
