About this file
This is an addendum issued by the State of Alaska Department of Transportation and Public Facilities (DOT&PF) Southcoast Region to an Invitation for Quotes (IFQ) for building demolition services at Kodiak Airport under Contract No. SPC-25263009A. The procurement requires contractors to furnish all labor, equipment, materials, supervision, and incidental services necessary to complete the full demolition of two derelict wood-frame buildings at the airport. The scope of work includes disconnection of utility services, removal of building contents and surface debris, removal of approximately 96 linear feet of fencing associated with Building 1, excavation and proper handling of contaminated soil under Alaska Department of Environmental Conservation oversight, and site restoration with compacted crushed aggregate. Hazardous materials identified for removal include 44 mercury-containing fluorescent bulbs, 22 potentially PCB-containing ballasts, 19 lead-acid batteries, three above-ground fuel storage tanks, abandoned vehicles, and miscellaneous chemicals. The original quote deadline of February 24, 2026, has been extended to February 27, 2026, at 4:00 p.m. prevailing time, with quotes to be submitted to the Contracts Officer at 6860 Glacier Highway, Juneau, Alaska, or via email to srdotpfcontracts@alaska.gov. Work must commence within 10 calendar days of Notice to Proceed issuance and be completed by June 30, 2026.
Quotes exceeding $160,000 will be deemed non-responsive, with the project cost estimate between $100,001 and $200,000. Quotes of $100,000 or greater require a 5% bid bond, and awarded contracts exceeding $100,000 must include Payment and Performance Bonds. Required insurance includes Workers' Compensation, Commercial General Liability with a minimum $300,000 limit, and Commercial Automobile Liability with a minimum $300,000 limit. All demolition personnel involved in lead disturbance, asbestos removal, or chemical hazards handling must be trained and certified according to 29 CFR standards and EPA requirements. The procurement does not include Davis-Bacon wage requirements or specific set-asides for disadvantaged enterprises; however, bidders holding current Alaska business licenses may qualify for a 5% Alaska Offeror's preference and Alaska Products preference if meeting specific criteria. All disposal of demolition debris at licensed facilities and associated permit fees are considered incidental to the bid. The Department reserves the right to award both buildings, Building 1 only, or Building 2 only, depending on available project funds, with priority given to awarding both buildings.
