About this opportunity

Tualatin Valley Fire & Rescue (TVF&R) has issued an Informal Request for Proposal (RFP No. 26-05) to procure investment advisory services for managing the District's short-term operating funds and capital funds, including bond proceeds. TVF&R serves approximately 550,000 residents across 390 square miles in Oregon through 28 fire stations staffed with over 475 career firefighters. The selected consultant will provide full-time, non-discretionary investment advisory services in compliance with Oregon Revised Statutes Chapter 294 and TVF&R's Board Policy 3, Section 3.6, with key responsibilities including portfolio management and execution, market and credit research, broker/dealer and custodial oversight, benchmarking and performance evaluation, policy review and compliance, and cash flow analysis and strategic planning. Required consultant qualifications include registration as an investment advisor under the Investment Advisers Act of 1940, professional liability insurance with a minimum combined single limit of $1,000,000 per claim, and demonstrated experience with public-sector portfolios. Proposals will be evaluated based on prior experience with public-sector portfolios, investment performance history, quality of reporting and client service, client references, fee structure, and other relevant factors. The submission deadline is April 8, 2026, at 2:00 PM PT to Trisha.Schultz@tvfr.com, with a questions deadline of March 27, 2026, at 9:00 AM PT. The evaluation timeline includes initial evaluation from April 9-15, 2026, interviews on April 22, 2026, and notice of intent to award on April 23, 2026, with contract kickoff estimated for May 4, 2026.

The RFP does not indicate any specific set-aside designations or restrictions on organization types eligible to respond. No incumbent vendor or current contractor information is provided in the procurement documents. Respondents must submit a signed cover letter, firm expertise and qualifications documentation, investment performance perspective, policy expertise description, client service and reporting approach with sample reports, key personnel background information, and fee structure preferably expressed in basis points relative to asset size, along with at least three client references preferably including an Oregon public entity. TVF&R's available funds for investment typically range from $5,000,000 to $100,000,000 annually depending on the fiscal period and property tax calendar. The selected consultant will enter into a five-year initial contract term with options to renew for up to five additional one-year renewals, for a maximum total contract term of ten years. TVF&R receives funding almost entirely from property taxes through permanent tax rates and temporary sources such as local option levies and general obligation bonds, and the District reserves the right to request clarification of submitted information, reject any or all proposals, and conduct interviews with top-ranked proposers at its sole discretion with at least five business days' notice.
