About this file
This is Addendum No. 1 to an Informal Request for Proposal (RFP No. 26-05) issued by Tualatin Valley Fire & Rescue (TVF&R), an Oregon-based fire district serving approximately 550,000 residents across 390 square miles. The addendum modifies the original solicitation for investment advisory services and includes a complete list of questions and answers from prospective bidders, along with TVF&R's quarterly investment report dated December 31, 2025. The proposal submission deadline remains April 8, 2026, at 2:00 PM PT, with responses to be submitted to Trisha.Schultz@tvfr.com. The evaluation process is scheduled to occur from April 9-15, 2026, with interviews of top-ranked proposers on April 22, 2026, and notice of intent to award on April 23, 2026. The selected consultant will enter into an initial five-year contract term with options to renew for up to five additional one-year renewals, for a maximum total contract term of ten years, with estimated contract kickoff on May 4, 2026.
Key details from the addendum clarify that TVF&R currently does not have an investment consultant or investment manager and is seeking non-discretionary investment advisory services to manage operating funds and capital funds. The District's portfolio currently totals approximately $237.8 million in assets allocated primarily to the Oregon Local Government Investment Pool (LGIP) at approximately $63.7 million, managed money market funds at approximately $169.5 million, and money market deposit accounts at approximately $4.6 million. TVF&R operates an internal service fund for risk management that falls under the scope of services for the selected advisor. The District's custodial agent is US Bank, and no pre-approved list of broker-dealers exists. TVF&R does not currently employ an investment consultant and does not seek proposals that include assistance in finding investment management partners or financial advisory services for general obligation bond issuances. The District's available funds for investment typically range from $5,000,000 to $100,000,000 annually, with funding derived almost entirely from property taxes through permanent tax rates and temporary sources such as local option levies and general obligation bonds.
