About this opportunity

The State of Utah's Office of Energy Development (OED) and Utah Energy Council (UEC) are conducting a Request for Information (RFI) regarding the potential reactivation of the Intermountain Power Project's two coal-fired electrical generating units near Delta, Utah. Each unit has approximately 900 MW capacity and is scheduled for deactivation in late 2025. The RFI seeks potential operators who can provide comprehensive technical, economic, and commercial insights into maintaining and operating these power generation assets. Respondents must demonstrate at least 10 years of coal-fired power generation experience, robust financial capabilities, strong environmental compliance history, and proven ability to manage reliable baseload power generation. The state intends to retain ownership of the units while selecting a third-party operator to manage ongoing operations. Responses are due by 5 PM Mountain Time on Saturday, November 15, 2025, and must be submitted electronically as PDF files. To access additional detailed information, interested parties must first sign a mandatory Non-Disclosure Agreement and gain entry to a virtual data room.

No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documents. The RFI does not outline a precise award value or specific budget range for the potential operating contract. Respondents are required to provide detailed project schedules, generation plans, transmission and fuel supply strategies, operational expense projections, and long-term asset management approaches. The procurement process is structured under House Bill 70, which established the Utah Energy Council to manage potential reactivation of these decommissioned power generation assets. While this RFI is not a formal procurement process and does not guarantee a subsequent contract, it represents a strategic effort by the State of Utah to explore options for maintaining critical energy infrastructure. The state's ultimate goal appears to be preserving these coal units to serve growing energy demands in Utah while seeking innovative operational strategies from experienced power generation entities.

This RFI is not a procurement process and may not be used to make a purchase or enter into a contract.
