About this opportunity

The City of Long Beach is issuing a Request for Information (RFI ED-25-541) on interactive digital kiosks for deployment in public right-of-way areas, with responses due February 13, 2025 at 11:00 AM PST via LongBeachBuys.com. This is an information-gathering phase; the City reserves the right to issue a formal Request for Proposals based on qualified submissions.

The kiosks will provide wayfinding, public transit information, emergency messaging, local business directories, free Wi-Fi, and access to City applications including Go Long Beach 311. Respondents must have extensive experience designing, implementing, fabricating, installing, operating, maintaining, replacing, upgrading, and removing digital kiosks. The City anticipates an advertising-supported revenue model with revenue sharing between the City and the selected partner.

Responses must address kiosk quantity and proposed contract term; location identification and relocation procedures at no cost to the City; maintenance, repair, and replacement protocols with specified response times; accessibility and ADA compliance, including multilingual support and digital literacy accommodations; advertising revenue-sharing models; data privacy and cybersecurity measures; strategies to attract ethnic and multicultural advertisers reflecting Long Beach's minority-majority demographics; mitigation of digital screen concerns such as light trespass and roadway distraction; shade provision to address rising temperatures; and equitable distribution approaches. Respondents may also submit value-added products or services. All response costs are the sole responsibility of respondents.

The City's existing Advertising Policy (adopted July 23, 1996) and Long Beach Municipal Code 16.5 strictly regulate advertising content and location on public property. City priorities include equity, public engagement with stakeholders, and flexibility to adapt to technological and partnership changes. Addendum 1 (January 30, 2025) updated the response due date from January 30 to February 13, 2025; respondents must acknowledge receipt of the addendum in their submissions or risk disqualification.
