About this file

This is a Response Template for a Request for Information (RFI) issued by the City of Long Beach, California, regarding Interactive Digital Kiosks (RFI ED-25-541). The template is designed for qualified organizations to submit comprehensive proposals for deploying interactive digital kiosks in the public right-of-way to serve city residents and visitors. Respondents must provide detailed implementation strategies including proposed kiosk quantities and contract term lengths, along with processes for identifying mutually agreeable locations and relocating kiosks without cost to the City. The submission must address maintenance, repair, and replacement protocols with specified response times, notification procedures for stakeholders, and accessibility features including ADA compliance, multilingual support, and digital literacy accommodations. Respondents are also required to detail their advertising revenue-sharing models for both City and local advertisements.

The template requires respondents to address specialized considerations relevant to Long Beach's community context, including strategies to attract ethnic and multicultural advertisers to recognize the city's minority-majority demographic composition, mitigation approaches for digital screen concerns such as light trespass and roadway distraction, and solutions to increase shade availability as temperatures rise. Additionally, organizations must describe their data privacy protections and cybersecurity practices to address the City's information security priorities. The RFI also requests documentation of previous equitable distribution efforts and invites submissions of any additional value-added products or services that differentiate the respondent from competitors. Respondents must submit completed templates with primary contact information and organizational details, along with authorized representative signatures and submission dates.

2. Describe the process for working with the City and community stakeholders to identify mutually agreeable kiosk locations and the process to relocate installed kiosks due to construction or updated market conditions without cost to the City.

3. Describe your approach for the maintenance, repair, and replacement of kiosks. Include expected response times and the plan to notify advertising clients, residents, and the City of any issues.

4. Describe how your kiosks will be accessible to people with different abilities, those who speak a language other than English, those with low digital literacy skills, adhere to ADA laws and other relevant legal requirements, and provide a delightful experience for all.

5. How has your organization proactively advocated for the equitable distribution of kiosk elements in other programs?

6. Describe your plan for advertising share, including for both City ads and local ads share (or discounted rates for local businesses).

7. According to the United States Census, Long Beach is a minority majority city. Despite the size and buying power of minorities, advertising for products and services focused to these large, influential populations remains a small portion of out of home advertising revenues. What are successful or potential strategies to lure ethnic/multicultural advertisers?

8. Street furniture elements that include digital screens or panels often create concern around community character and safety. What are successful or potential strategies that mitigate the impacts of digital kiosks, such as light trespass and bike and roadway distraction?

9. Shade has become increasingly important in Long Beach as average daily temperatures rise. How would your organization respond to the need to increase the amount of shade?

10. The City of Long Beach takes data privacy and cybersecurity seriously. How will the kiosks protect resident privacy and what cybersecurity practices does your firm employ?

11. Describe any additional products or services that can add value to your response. This is an opportunity to include any offerings that might distinguish your firm from other competitors.

Authorization: I certify that I am authorized to submit this Request for Information on behalf of the organization listed above.
