1 The Opportunity

1.1 Background

The City of Long Beach (City) is seeking information on qualified organizations who have experience designing, implementing, fabricating, installing, operating, maintaining, replacing, upgrading, and removing interactive digital kiosks (kiosks). The City expects kiosks to be primarily located on City of Long Beach sidewalks and other public right-of-way areas. The kiosks will provide information that is valuable to both residents and visitors, as well as additional public benefits such as wayfinding, free Wi-fi, business directories, and access to public service applications and resources.

The City is interested in implementing kiosks that can sustainably generate annual revenue and intends to work collaboratively with the selected partner to develop a new sustainable shared revenue model supported by advertising revenue.

1.2 Project Details

The City is seeking information from qualified firms with extensive experience in providing interactive digital kiosks. This RFI will identify a partner that shares the City’s vision to create a resilient interactive kiosk program that generates revenue and enables the achievement of the City’s 2030 Strategic Vision.

These kiosks should provide information, including services for residents and visitors, activities, and upcoming events. The kiosks should at least serve the following basic public purposes:

1. Wayfinding: providing information on civic and cultural institutions, transit amenities, parking availability, restaurants, retail shopping, and other businesses.

2. Public transit information: providing information on transit routes and closures, rideshare, bikeshare, and schedule options.

3. Public information and emergency messaging (Weather; News; Public Service Announcements): serving as a central dissemination point for public information to enable real-time posting of City communications.

4. Create a supportive environment for local retail, local attractions, local artists, and entertainment commerce, furthering economic development Citywide, as well as inclusive marketing and interactive opportunities for all types of users.

5. Connect to other City applications, such as the Go Long Beach 311 application, public event calendar, survey tools, and others.

7. Provide free public wi-fi and support future digital infrastructure (Charging points for electronic devices, Electric Vehicle (EV) charging stations, Environmental sensors, Public safety cameras, Pedestrian counters, Panic buttons, etc.).

8. Promote accessibility, usability, and inclusion, creating a welcoming and inclusive technology for our community at large with opportunities free of accessibility limitations via ADA compliance measures and language barrier options.

9. Increase vibrancy and visual interest of City streets: promoting placemaking in Long Beach through City events and programming.

The City has an Advertising Policy, adopted July 23, 1996, and Long Beach Municipal Code § 16.5, which strictly regulates the content and location of advertising on public property and facilities. These policies, along with any applicable amendments or new city policies or municipal codes, are to be always adhered to by the Respondents during the program. City approval, where required, will be provided at the discretion of the City and/or City Manager.

1.3 Goals

The City is interested in partnering with organizations that can achieve the following goals:

Enable members of the public to have a delightful and informative experience when walking, cycling, and moving through Long Beach’s neighborhoods.

Support local business and cultural development efforts through promotion of local businesses, artists, and cultural institutions.

Prioritize public engagement and work closely with Long Beach stakeholders for guidance on placement, content, and day-to-day support of interactive digital kiosks.

Flexibility and adaptability, in recognition of the rapid growth and changes brought about by new technologies, innovations, funding sources, partnership opportunities, and community standards; Ability to respond to such changes as they might occur, as well as provide new opportunities over of the life of the program term.
