Core capabilities include discipline-specific clinical documentation templates with embedded screening tools (CCAPS), crisis and risk management with suicide risk and threat assessment, e-prescribing, secure telehealth, mobile-friendly student portal, integrated scheduling across service types, and reporting and analytics including NYSIIS integration. The system must achieve full FERPA and HIPAA compliance, integrate with Ellucian Banner student information systems via Ellucian Ethos or alternative data exchange, support Microsoft Entra single sign-on with multi-factor authentication, and enable HL7/FHIR standards-based interoperability.

The budget ceiling is $125,000. Vendors may propose 3-, 4-, or 5-year contract terms; pricing structure is flexible based on term selection. No sealed bid meeting will be held; all proposals must be submitted electronically via email to the designated contact.

The successful contractor must comply with NYS Vendor Responsibility requirements, submit valid and current NYS Workers' Compensation and Disability forms, comply with NYS Tax Law Section 5-a, and certify under penalty of perjury compliance with New York Executive Law Section 575, subdivision 11 regarding gender-based violence workplace policy. Responses to questions will be provided no later than August 14, 2026.
