About this opportunity
The City of Duluth, Georgia is requesting proposals for an integrated governmental enterprise resource planning (ERP) system to replace its current Tyler Technologies New World platform, with proposals due August 7, 2026 at 3:00 p.m. EST.
The scope encompasses financial management modules (general ledger, accounts payable, cash receipting, invoicing and receivables, project accounting, fixed assets), budget development and forecasting, procurement and grant management, payroll and HR administration, property tax billing, stormwater utility fees, and reporting with executive dashboards. The system must integrate with third-party software including JusticeONE, Activenet, GovWell, GovBuilt, and Government Window, and support the State of Georgia Chart of Accounts and reporting requirements. Implementation services include data conversion and migration of historical accounting and operational data, training and change management, and ongoing support with help desk services and cybersecurity compliance. The solution must be fully integrated within a single unified platform with seamless data sharing, automated workflows, and centralized reporting, and must demonstrate GASB and GAAP compliance and Government Finance Officers Association best practices.
Proposals are limited to 20 pages of technical, security, and functional content. Vendors must provide an executive overview, detail technical architecture and hosting options, describe integration and interoperability capabilities, address identity and access controls, explain security and privacy assurances, outline data migration and implementation procedures, confirm accessibility and usability features, address records retention and public disclosure requirements, and provide pricing on structured forms. Vendors must submit three municipal references of similar size and complexity with implementations completed within the last 48 months. The City of Duluth operates with approximately 170 full-time employees and supports a complex fund structure including General Fund, Special Revenue Funds, Capital Project Funds, Enterprise Fund for Stormwater Utility, Internal Service Funds, and Custodial Fund for Court Services. The system must support scalability for at least the next 10 years of growth.
