About this opportunity

The County of Rockland, New York, issued Request for Proposal RFP-RC-2026-014 on behalf of the Rockland County Sheriff's Office to procure an Integrated Corrections Intelligence and Investigative Solution—a commercially available, corrections-focused intelligence platform designed to consolidate and analyze multiple data sources from the Jail and Law Enforcement operations. The solution must process a minimum of five years of historical records and automatically ingest new data from all connected systems on a daily basis without manual intervention. Required system capabilities include unified search functionality across inmates, visitors, communications data, housing, incidents, and financials; automated link analysis; outbound phone call analytics; gang tracking and housing insights; mapping functionality; tattoo and facial recognition features; and information sharing with partnered law enforcement agencies, all operating within a secure, CJIS-compliant environment. Offerors must demonstrate at least three years of experience providing operational intelligence solutions for corrections or law enforcement agencies, with at least three live public-sector deployments including at least one county jail or sheriff's office deployment, and must possess the ability to integrate multiple source systems, handle multi-year historical data conversion, provide a designated project manager with justice implementation experience, and deliver full operational deployment within 90 days. Evaluation will be weighted across five criteria: corrections experience and staff qualifications (350 points), product capabilities (250 points), hosting and security compliance (100 points), implementation and training approach (100 points), and total cost including hosting, licensing, implementation, and training (200 points). A mandatory pre-proposal meeting is scheduled for May 19, 2026, at 10:00 a.m. via Microsoft Teams, written questions are due by May 22, 2026, at 4:00 p.m., and proposals must be submitted by June 11, 2026, at 3:00 p.m.

The procurement encourages responses from certified Minority- and Women-Owned Business Enterprises (MWBE) and Disadvantaged Business Enterprises (DBE), though no formal set-aside restrictions are designated in the RFP documentation. No incumbent vendor or current contractor is identified in the procurement materials. The County requires firm, fixed pricing for the five-year contract term with pricing guarantees through the first contract year, and any price adjustments in subsequent years are limited to the percentage increase in the Consumer Price Index. Standard insurance requirements mandate Commercial General Liability coverage of $1,000,000 per occurrence and Professional Liability of $1,000,000 per claim, along with compliance with New York State Workers' Compensation and Disability Benefits requirements. Offerors must execute the County's standard contract form (Appendix B—Standard Terms and Conditions for Service Contracts) and submit a notarized Statement of Required Disclosures, Representations and Certifications addressing non-collusion, political contributions, supplier responsibility, Iran Divestment Act compliance, MacBride Principles compliance, and BDS activities. While the RFP documentation does not specify an explicit award value or budget range, the evaluation methodology weighting total cost at 200 of 1,000 points suggests cost competitiveness is a significant but not dominant factor in the selection process.
