About this opportunity

The Utah State Tax Commission and Department of Public Safety are seeking to award a sole-source contract for an Uninsured Motorist Identification Database Program covering vehicles and vessels. The procurement involves a comprehensive insurance verification system developed by Insure-Rite, Inc., which will provide a high-availability, secure database platform to track and verify insurance policies for motor vehicles and watercraft. Key deliverables include developing systems for: 1) Watercraft Insurance Verification, 2) Non-Compliant Vehicle Registration Identification, and 3) Non-Compliant Watercraft Registration Identification. The system will feature a 24/7/365 user interface for authorized Utah Tax Commission personnel to view, download, and print non-compliant registration information, with robust security requirements including 128-bit encryption and proactive cybersecurity tools. The contract opportunity was posted on September 11, 2025, with a response deadline of September 18, 2025, and involves a one-year pilot program with potential for two additional one-year renewals.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The incumbent vendor is Insure-Rite, Inc., which is currently operating under an existing 10-year contract (DPS Contract 196385) and is being considered for contract expansion due to existing infrastructure and familiarity with Utah's systems. The total contract value is estimated at $2,385,000.00, with an initial payment of $100,000.00 due at program inception and the remaining balance payable monthly over 12 months. The project is funded through legislative appropriations from the 2024 and 2025 sessions, with the primary objectives of increasing compliance with motor vehicle registration, sales tax requirements, and insurance verification. The state is pursuing a non-standard procurement process, citing the complexity and potential inefficiencies of introducing a new vendor to manage these intricate data integration requirements.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
