About this file
This document is a cost proposal from Insure-Rite, Inc. to the Utah Tax Commission, dated July 29th, 2025, outlining three distinct services for a one-year pilot program. The proposed services include a Watercraft Insurance Verification System, a Non-Compliant Vehicle Registration Identification System, and a Non-Compliant Watercraft Registration Identification System. Each system is designed to verify insurance, identify unregistered or improperly registered vehicles and watercraft, and assist the Utah Tax Commission in assessing and collecting sales taxes from vehicles and watercraft garaged in Utah but registered in non-sales tax states.
The total cost for the three services is $2,385,000.00, with an initial payment of $100,000.00 due at inception for program development and the remaining balance payable monthly over 12 months. The proposed systems will provide comprehensive data platforms that mirror and collect insurance policies and vehicle/watercraft registrations from Utah-licensed insurance companies and the Utah DMV. These platforms will offer a 24/7/365 high-availability user interface for authorized Utah Tax Commission users to view, download, and print non-compliant registration information and reports, including detailed data elements such as insurance holder information, vehicle/watercraft specifics, and policy details.
