About this opportunity
Dawson County, Georgia is soliciting proposals for insurance broker services to assist with strategic planning, design, and negotiation of employee benefit programs, with proposals due October 31, 2022. Proposers are explicitly prohibited from making direct contact with insurers or other underwriting sources on behalf of the County or making any market reservations or commitments.
The scope encompasses selective employee benefit program strategy, including medical, dental, vision, and life insurance coverage negotiation and administration. The selected broker must provide an online benefits administration technology platform at no cost to the County, handle ACA reporting and IRS Code Sections 6055 and 6056 compliance, and be capable of transitioning the County's benefits administration to a new system (the incumbent uses Be-Swift; the County's HRIS is SmartFusion by Harris Corporation with employee data uploaded via Excel). The County currently estimates 350 employees and requests service improvements including increased marketing options, earlier annual enrollment periods, and enhanced electronic data exchange.
The contract begins January 1, 2023. The incumbent broker, NFP, has been contracted since February 15, 2018 and is compensated at thirty dollars per enrolled employee per month paid directly by the carrier; NFP's contract concludes December 31, 2022 with all renewal option years exhausted. Current policies through Humana (medical, dental, vision) and Standard (life insurance) expire in June 2023.
Dawson County does not guarantee a minimum or maximum contract value. Questions are due October 12, 2022 at 1:00 p.m., with all questions and answers to be posted to the County website and Georgia Procurement Registry by October 19, 2022. Addendum 1, posted October 20, 2022, removes a requirement related to bi-annual transitional reinsurance program payments to the IRS, as Dawson County is no longer a self-insured entity.
