About this file
Addendum 1 to RFP #410-22 is a procurement amendment issued by Dawson County, Georgia on October 20, 2022, for Insurance Broker Services. The RFP solicits proposals from qualified individuals and firms to assist with strategic planning, design, and negotiation of employee benefit programs including health, dental, vision, and life insurance coverage. The bid closing date is October 31, 2022, at 10:30 a.m. EST, with questions due by October 12, 2022. The addendum removes a requirement related to bi-annual transitional reinsurance program payments to the IRS, as Dawson County is no longer a self-insured entity. The contract will begin January 1, 2023, and all other specifications, terms, and conditions from the original RFP remain unchanged. Current policies expire in June 2023, with medical, dental, and vision coverage provided through Humana and life insurance through Standard.
The County's current broker, NFP, has been contracted since February 15, 2018, and is compensated at $30 per enrolled employee per month paid directly by the carrier. NFP's contract concludes December 31, 2022, as all renewal option years have been exhausted. The selected broker must provide online benefits administration technology platform at no cost to the County and handle ACA reporting and IRS Code Sections 6055 and 6056 compliance. Key service improvements requested by the County include increased marketing options, earlier annual enrollment periods, and enhanced electronic data exchange. The County currently uses SmartFusion by Harris Corporation for HRIS management and uploads employee data via Excel spreadsheets. The new contractor must be capable of transitioning the County's benefits administration from NFP's Be-Swift platform to a new system.
