A 30% Disadvantaged Business Enterprise (DBE) participation goal is established; offerors must demonstrate good faith efforts to include certified DBEs, MBEs, FBEs, or SBEs, and failure to pay DBE participants constitutes material breach of contract.
The scope comprises comprehensive insurance portfolio review identifying cost savings opportunities, risk gap and coverage adequacy assessment, evaluation of how insurance requirements impact small business participation, and identification of innovative insurance and risk-financing models. The performance period runs July 1, 2026 through December 30, 2026, with potential for extension or renewal based on performance. The not-to-exceed budget is $45,000.
Proposals will be evaluated on a 100-point scale: demonstrated risk and executive finance expertise (10 points), quality and clarity of proposed approach (10 points), understanding of ABI's operational and risk environment (30 points), ability to identify cost savings and innovative solutions (30 points), qualifications of project team (5 points), and combination of cost and overall value (15 points).
Offerors must register through the ABI website at https://www.beltline.org/procurement and submit proposals electronically through the Bonfire portal. Required proposal elements include firm overview and qualifications, relevant experience with similar public-sector or infrastructure clients, detailed proposed approach and timeline, key project personnel identification, clear cost proposal with fee structure, and a minimum of three professional references. Questions are due June 5, 2026 at 4:00 PM EST through Bonfire. ABI reserves the right to reject any or all proposals, request additional information, negotiate scope and schedule, and cancel or amend the RFP at any time. Proof of insurance (worker's compensation, commercial general liability $1,000,000 per occurrence / $2,000,000 aggregate, automobile liability $1,000,000 combined single limit, and professional liability $2,000,000 per claim / $4,000,000 aggregate) is required.
