About this opportunity

The Colorado Office of Economic Development and International Trade (OEDIT) is soliciting quotes for instructional presentation design services through a Documented Quote (DQ) process, with quotes due August 10, 2026 at 2:00 PM Mountain Time and written inquiries due July 30, 2026.

The scope requires design and development of e-learning courses and Google Slides presentations to support training programs. Deliverables include content storyboards, interactive Articulate 360 Rise and Storyline courses, accessible Google Slides presentations, videos, animations, knowledge checks, infographics, digital activities, and images. The vendor must conduct bi-monthly meetings throughout the development process and deliver work compliant with Colorado accessibility standards (C.R.S. 24-85-101 et seq.) and WCAG Level AA guidelines.

Mandatory qualifications are minimum two years' experience or five client projects in instructional and presentation design; demonstrated proficiency developing at least five unique Articulate 360 Rise and Storyline e-learning courses; experience creating at least three accessible courses meeting WCAG 2.1 A and AA standards; two years' experience designing unique storyboards; and capability to develop at least three Google Slides presentations meeting accessibility requirements. The vendor must possess valid, current, independently owned Articulate 360, Google Suite, and video editing software licenses.

The maximum budget is $67,000 annually, $201,000 total over a three-year contract term with no renewal options. The contract term runs from an October 1, 2026 desired start through three years, with award notification estimated for September 3, 2026. Place of performance and bidding instructions do not restrict geographic scope; the Vendor Performance Disclosure Form requires bidders to disclose service locations and justify any work performed outside Colorado or the United States.

Insurance requirements include Professional Liability Insurance ($1,000,000 each occurrence; $2,000,000 general aggregate) as a mandatory condition for professional services. General Liability Insurance ($1,000,000 per occurrence; $1,000,000 general aggregate) is required. All policies must name the State of Colorado as additional insured with 30-day cancellation notice and primary coverage provisions.

Bid validity is 180 days minimum from award date. Quotes must be submitted via Box.com as a single zip folder containing the Bidder Response Form, Pricing Sheet, Signature and Attestation Page, W-9, and Vendor Performance Disclosure Form. The State reserves the right to award multiple bidders or reject all quotes.
