About this opportunity

The City of Philadelphia is soliciting bids for installation of AES cameras and CCTV at 2300 Poplar Street under a micro purchase (Bid B2627317), with bids due June 5, 2026. This procurement is structured as a sole-source award to Advanced Electronic Security Inc. — the justification memorandum and KWP Pennsylvania's sole-source letter establish that AES is the only authorized vendor to install and integrate with the building access control system at the DPH main facility at 1101 Market Street, and all subordinate locations including 2300 Poplar Street must operate through this centralized system for operational compatibility.

Bidders must quote all line items to be eligible for award. The City reserves the right to award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.

The contract term is 365 days from the effective date, automatically terminating without notice at midnight on the last day. All products must be delivered FOB Destination Point. The total contract amount must not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index Urban (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. All prices quoted must be net and exclusive of taxes, with validity for 60 days from submission; no price changes or modifications are permitted after bid opening.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance with a minimum limit of $300,000 per occurrence, naming the City of Philadelphia as an additional insured. Quotes will be accepted or rejected within 60 days of submission. Submission is through PHLContracts.phila.gov; vendors must execute and submit the Consent and Authorization Agreement prior to bid closing. Submission of the LGBTQ Applicant Data Form is voluntary.
