About this file
This document is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for the installation of AES cameras and CCTV equipment at 2300 Poplar Street. The procurement is structured as a micro purchase that may be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Sellers must quote all items listed in order to be eligible for award. The document outlines the required steps for bidders to submit quotes through the PHLContracts.phila.gov portal, including selecting the appropriate seller role, completing general information and items tabs, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Bidders are explicitly instructed not to deliver or provide services until notified by the department.
The checklist requires bidders to enter unit costs for each item, answer all mandatory questions, download and save all referenced attachments, and provide an executed Consent & Authorization form, which is mandatory for quote consideration. Bidders must also indicate Local Business Entity (LBE) certification status, though the LBE Program does not apply to small purchases. The document provides the option for bidders to voluntarily attach an LGBTQ Applicant Opportunity Data Form. All validation warnings and requirements must be addressed on the Summary Tab prior to quote submission through the PHLContracts portal. The procurement is governed by the City of Philadelphia and is located in Pennsylvania.
