About this file
This is a justification memorandum from the Pennsylvania Department of Public Health (DPH) to the Procurement Commissioner regarding a vendor selection for building access system installation. The memo, dated May 29, 2026, requests authorization to award a contract to Advanced Electronic Security Inc. (AES) for the installation of cameras and closed-circuit television (CCTV) systems at the DPH facilities location at 2300 Poplar Street. The project aims to enhance employee safety and security continuity across DPH sites. The related state and local contract opportunity indicates this micro purchase will be awarded to the lowest responsive and responsible bidder, with sellers required to quote all items to be eligible for award. No deliverables or services are to commence until official notification from the department.
The justification for sole-source procurement centers on technical integration requirements and property management mandates. The property management group KWP has required that AES be utilized as the vendor, providing a sole-source letter in support of this requirement. This mandate stems from the fact that the primary access control system is housed at DPH's main facility at 1101 Market Street, and all other DPH locations must integrate and operate through this centralized main system. Because AES previously installed the building access systems at existing DPH sites, continuity of the same system at 2300 Poplar Street is necessary to ensure proper integration and operational compatibility with the established infrastructure.

Vendor Advanced Electronic Security Inc. aka AES
May 29, 2026
AES is the vendor who installed the building access systems at DPH sites. We would like AES to install the same system for the DPH FACILITIES LOCATION AT 2300 Poplar St,.
This is to secure employee safety and security continuity for DPH Sites. The property management group KWP has required us to use AES and provided a sole source letter to the extent that the main system is housed at 1101 Market St and all other DPH locations have to run through DPH's main system at 1101 Market St.
