About this opportunity

The County of Los Angeles, through its Internal Services Department (ISD), is conducting a Request for Statements of Qualifications (RFSQ) to establish Master Agreements for the installation and operation of community broadband networks across targeted regions in Los Angeles County. The procurement seeks qualified companies to provide comprehensive broadband network infrastructure services, including architectural design, equipment procurement, installation planning, implementation, infrastructure testing, residential connections, network operations, monitoring, and end-user customer support. Key deliverables include developing complete broadband network designs for demonstration neighborhoods, procuring necessary equipment, creating detailed implementation plans, and establishing fully operational networks that connect residential areas. The solicitation aims to expedite broadband access expansion and improve economic and educational opportunities for county residents. The initial posting date was March 20, 2022, with a final due date of January 16, 3025. Evaluation criteria will likely include technical capability, network design approach, implementation strategy, operational expertise, and demonstrated experience in broadband network deployment. Prospective bidders must complete and submit comprehensive appendices and required forms detailing their qualifications, technical capabilities, and compliance with county requirements.

The RFSQ includes a Certified Business Enterprise (CBE) form, indicating potential set-aside or preference considerations for small businesses, disadvantaged business enterprises, or local vendors. The county appears to be encouraging diverse vendor participation through its procurement process. While specific award values are not explicitly stated, the Master Agreement framework suggests multiple work orders will be issued for different demonstration neighborhood projects, implying a potentially substantial overall contract value. The procurement includes extensive supplementary documentation, such as service area shapefiles and neighborhood census data, which will help vendors understand the precise geographic and demographic requirements for network deployment. Vendors must demonstrate capabilities in designing, procuring, installing, and operating complex broadband network infrastructure across varied Los Angeles County neighborhoods. The county has provided comprehensive attachments, including geographic service area information and demographic data, to support vendors in developing precise and targeted proposals. Successful vendors will be expected to integrate with existing infrastructure and provide end-to-end broadband network services that meet the county's strategic objectives of expanding digital access.
