The scope includes lateral launch camera inspections (primary method, fixed rate for first 150 feet per lateral plus per-foot charges for additional footage), push camera inspections from cleanouts or roof vents (hourly rates for ground and roof operations), and water jetting services for roots and blockages (hourly rates). Contractors must supply professional personnel in company-identified uniforms, video and locating equipment meeting Cal-OSHA requirements, and traffic control per MUTCD standards. Water access via roaming meter is provided for jetting operations.

The contract term is twelve months from award, with provisions for extension by mutual agreement for up to two additional one-year periods; 90 days' notice of renewal intent is required before expiration. All pricing is unit-price basis and must remain firm throughout the contract term. Annual renewals are capped at 5 percent or the Los Angeles-Long Beach-Anaheim Consumer Price Index for all urban customers. Long Beach Utilities reserves the right to modify or cancel next-day work before 5:00 p.m. local time. Questions are due June 14, 2023 at 11:00 a.m., with responses posted by June 21, 2023 at 3:00 p.m. The contract is potentially subject to federal grant funding and Davis-Bacon Act, Copeland Anti-Kickback Act, and nondiscrimination compliance.
