Addendum No. 1 to Request for Bids – Long Beach Utilities

This is Addendum No. 1 to the Request for Bids (RFB) issued by Long Beach Utilities Department for Inspection of Sewer Lateral Pipeline WD-23-104, dated June 21, 2023. The contract covers inspection services for sewer laterals on customer premises, with anticipated work volumes ranging from 500 to 3,000 parcels per crew/truck annually. Long Beach Utilities plans to begin with one crew/truck and incrementally add up to four crews/trucks as workload permits. Work will be issued continuously in batches as previous batches are completed, with the department attempting to include at least 200 parcels per batch, though average batch sizes typically contain approximately 300 parcels. A pre-bid conference was held on June 6, 2023. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposals, or they may be disqualified.

Key modifications to the original bid documents include: the Prevailing Wage Determination version 2023-1 applies to California wage rate requirements; an End-of-Day Cancellation or Changes Policy allowing Long Beach Utilities to modify or cancel next-day work before 5:00 PM local time, with potential fees or penalties for later cancellations; a new line item for vendors to list cancellation fees; and a price increase limitation capping annual renewals at 5 percent or the most recent available Los Angeles-Long Beach-Anaheim Consumer Price Index for all urban customers. Water access via a roaming meter will be provided for water jetting operations. NASSCO inspection of main lines will not be required during camera robot transit to lateral inspection sites.

Questions and Answers from June 6th Pre-Bid Conference:

Q1: In the event of water jetting, will there be access to water?

A1: Yes, the Construction Inspector will have a roaming meter available.

2 │Long Beach Utilities

Questions and Answers as follows:

Q1: Can you clarify the anticipated quantity and frequency of work that will be available please for the Inspection of sewer laterals on customer premises (G-338) project? The RFP specifies between 500 and 3000 laterals, but at the pre-bid meeting it was stated that there could be as many as 4 crews/trucks needed. Daniel also estimated that the past production averaged between 10 and 20 laterals per day, which would produce significantly more than 3000 laterals if that average production is per crew/truck.

A1: The 500-3000 number refers to the approximate range of the number parcels that 1 crew/truck can anticipate inspecting in 1 year.

Typically, a lateral launch inspection is performed first and, if unsuccessful, is followed up with a push camera inspection. Additionally, there may be situations where there are multiple sewer laterals serving a single parcel. However, it may not be necessary, as would be determined by the LBU Inspector, to inspect all sewer laterals serving a single parcel.

Considering all this, the range of inspections could be double or more the approximate range of the number parcels that 1 crew/truck can anticipate inspecting in 1 year. However, this has not been observed to be the case. A typical work week may consist of 3-4 days of just lateral launch inspections at a rate of 10-20 inspections per day, with the remaining days of the week being just push camera inspections at a rate of approximately 5-10 inspections per day. So, the number of inspections is usually slightly more than the approximate range of the number parcels that 1 crew/truck can anticipate inspecting in 1 year.

All of the above is heavily dependent on many variables including, but not limited to: equipment failures, inclement weather, environmental conditions, etc.

LBU plans on starting with 1 crew/truck and would like to add more, incrementally, up to 4 crews/trucks, if it can be supported.

Q2: Has the city addressed the question at the pre-bid meeting regarding the NASSCO inspection of the main lines while the camera robot is in route to the lateral inspection?

This does not have a line item in the current rate sheet.

A2: NASSCO inspection of the main lines will not be required while camera robot is in route to a lateral inspection.

Q3: Please explain how the “Batches” of lateral inspections will be issued to the contractor?

The RFP indicate 500-3000 laterals could be inspected annually. That being said..

Will they all be issued at the beginning for the contract year?

Will they be issued in batches say monthly or quarterly?

Will there be a minimum # in a batch?

Obviously as a contractor we would want to see the scope and number of lateral inspections sooner than later.

3 │Long Beach Utilities

Would like to see min. of 100 issued and not batches of 5-10 for planning and allocation of resources purposes

A3: The 500-3000 number refers to the approximate range of the number parcels that 1 crew/truck can anticipate inspecting in 1 year, not necessarily the number of laterals. Please refer to the answer to question 1 for clarification.

Will they all be issued at the beginning for the contract year?

Will they be issued in batches say monthly or quarterly?

To answer both these questions, no. They will be issued continuously, as one “batch” is completed.

Will there be a minimum # in a batch?

LBU tries to include at least 200 parcels in each “batch”. We’ve supplied as little as 2 parcels in a “batch”, but once the inspection of those parcels was completed a new “batch” of parcels was supplied immediately. The average size of a “batch” usually contains approximately 300 parcels that need to be inspected.

Generally speaking, “batches” of parcels that need to be inspected will be supplied continuously. When a “batch” has been completely inspected, a new “batch” will be made immediately available for inspection. Typically, there are no breaks in inspections except due to equipment failures, inclement weather, environmental conditions, etc.

Please take a moment to review these changes when developing your bid.
