About this file
This is a Notice of Intent to Award from the Long Beach Utilities Department (LBU) for Bid WD-23-104, Inspection of Sewer Lateral Pipelines. The procurement solicited services for sewer lateral pipeline inspection using camera equipment and water jetting capabilities. Four bids were received and evaluated for responsiveness to specifications. The services include lateral launch camera inspections for the first 150 feet, additional footage inspections beyond 150 feet, prescheduled push camera inspections from ground and roof locations, prescheduled water jetting, and emergency push camera inspections and water jetting services with two-hour minimums. The document dated July 10, 2023 indicates the LBU's intent to award the contract to Mattucci Plumbing as the lowest overall responsive bidder in accordance with specifications.
Mattucci Plumbing submitted the lowest unit pricing across substantially all service categories compared to the three competing vendors: Downstream Services, Pro-Pipe, Inc., and Pipe Tec, Inc. Mattucci's rates include $199.00 for lateral launch camera inspection of the first 150 feet per sewer lateral, $0.25 per foot for additional footage, $285.00 per hour for prescheduled push camera inspections from ground, $285.00 per hour from roof locations, $325.00 per hour for emergency ground inspections, $300.00 per hour for emergency ground inspections (alternative rate), $300.00 per hour for emergency roof inspections, and $375.00 per hour for emergency water jetting. The notice clarifies that this Intent to Award does not constitute a final award; the selected vendor will receive a formal contract from the LBU, and purchases cannot commence without an executed contract.
