About this opportunity

The Florida Fish & Wildlife Conservation Commission (FWC) is pursuing a single-source procurement for specialized marine research equipment from InnovaSea Marine Systems Canada, specifically seeking InnovaSea Vemco Sonic Tags and Telemetry Equipment for marine research applications. The procurement encompasses submersible receivers, data telemetry transmitters, acoustic tags, proprietary accessories, and associated software, with detailed technical specifications requiring single-channel receivers capable of identifying multiple VEMCO transmitter types and acoustic tags for tracking fish and marine invertebrates. Key technical requirements include receivers with specific depth ratings, battery requirements, and data logging capabilities, along with acoustic tags featuring advanced sensor options for temperature, pressure, and accelerometer measurements. The contract is intended to be a three-year agreement upon issuance of the purchase order, with a posted date of October 20, 2025, and a final information receipt deadline of November 10, 2025, at 12:00pm ET. Vendors are required to demonstrate capability to fully perform contract requirements and comply with Chapter 287, F.S., and other applicable regulations, with the procurement process emphasizing the unique compatibility and research-specific needs that justify a single-source selection.

The procurement appears to be unrestricted in terms of vendor set-asides or disadvantaged enterprise requirements, focusing primarily on technical capability and compatibility with existing research infrastructure. The estimated contract value is $2,000,000, covering a comprehensive suite of marine research tracking and monitoring equipment. The justification for single-source procurement centers on the specialized nature of the equipment, with InnovaSea Marine Systems Canada being the only vendor capable of meeting the specific research requirements and ensuring compatibility with existing tracking instruments. The equipment includes advanced features such as wireless environmental sensors and real-time tracking dashboards for comprehensive fish and environmental data management. Prospective vendors must submit detailed written information demonstrating their ability to supply the specified commodities or services, with submissions to be evaluated based on technical capabilities, performance integrity, and alignment with the agency's precise research needs.
