About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Fish & Wildlife Conservation Commission (FWC) seeking to procure InnovaSea Vemco Sonic Tags and Telemetry Equipment. The document solicits submersible receivers, data telemetry transmitters, tags, proprietary accessories, and software for marine research, with a contract term of 3 years upon issuance of the purchase order. The posting is dated 10/20/2025, with the last day for receipt of information set for 11/10/2025. The procurement covers specialized marine research equipment including single-channel receivers capable of identifying multiple VEMCO transmitter types, acoustic tags for tracking fish and marine invertebrates, and proprietary software for data collection and management.

The intended single source vendor is InnovaSea Marine Systems Canada, with an estimated contract value of $2,000,000. The agency justifies the single-source procurement by citing compatibility issues with existing tracking instruments and claiming no other company can meet their specific research requirements. The equipment includes detailed specifications for receivers with depth ratings, battery requirements, and data logging capabilities, as well as various types of acoustic tags with options for temperature, pressure, and accelerometer sensors. Additional features include wireless environmental sensors and real-time tracking dashboards for fish and environmental data management.

PUR 7776 (Revised 07/2022) Page 2 of 4 Incorporated by Reference: Rule 60A-1.045, F.A.C.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

1) Submersible, single channel receiver capable of identifying VEMCO V7, V8, V9, V9TP, V9AP, V13, V16, HR2,VR2-AR, VR2AR-X, VR100-200, VMT and VPS, VR2TX, VR2C, VR2W, NexTrak R1 and VRAR coded transmitters and any required repairs and upgrades to these receivers.

The VR2-AR is similar to a VR2W but has an acoustic release component. The VR100 is needed to communicate with the VR2AR (and comes in versions -200 and -300), the VMT is a hybrid between coded transmitter and a VR2W that can be externally attached to an animal/glider to detect all VEMCO coded transmitters at 69 kHz and behave as a VEMCO coded transmitter and can be detected by other VEMCO receivers, and the VPS is an underwater acoustic fine scale positioning system capable of providing meters level position resolution of many animals simultaneously.

The receiver must record the identification number and time stamp from VEMCO acoustic transmitters as the animal being studied travels within receiver range. Depth and temperature data should also be able to be collected. Data needs to be downloaded easily in the field by using a magnetic probe and PC wired or wireless interface. The receiver should consist of a hydrophone receiver, ID detector, data logging memory, and battery all housed in a submersible case. The receiver's plastic high pressure case needs to be lightweight and have a depth rating of 500 meters.

The receiver should be able to receive up to 256 coded telemetry transmitters (temperature and depth data) or up to 192,000 coded transmitters. The receiver should have a default frequency at 69kHz.

The submersible receiver dimensions should not be larger than 340 mm long by 60 mm in diameter. Receiver should not weigh more than 1175 g in air and 300 g in water. Power supply should be 1 - 3.6 V lithium C cell battery or 1 - 3.6 V lithium D cell battery. The receiver memory should be capable of retaining 1,000,000 detections with at least 8 megabyte flash memory.

Receiver capable of manual tracking and full data recording of same transmitters described above from small boats using both omni-directional and directional hydrophones. Must have compact (35 x 35 x 15 cm or smaller) splash resistant case, PC interface and battery power source.

(2) Single chip coded or continuous transmitter tags to track and determine the behavior patterns of fish and marine invertebrates. The transmitters need to send acoustic pulse trains that contain a sync period and an ID number, which permits identification of the specific tag with a VEMCO VR2W, VR100, VR2TX, NexTrak R1 or single or multi-channel receiver.

The transmitters should have either a random delay between prespecified range or a fixed delay.

Tags should have seven standard random pulse train delay range and tag frequencies should range between 50.0 and 84.0 kHz. Transmitter tags should be available in a least three sizes - 1) small internal tags - length should not be larger than 28 mm with a diameter of 9 mm. Power output should not be greater than 139 db re I uPa @ Im. Weight in air should not be greater than 4.7 g and weight in water 2.8g. 2) medium internal tags - length should not be larger thn 36 mm with a diameter of 11 mm. Power output should not be greater than 155 db re 1 uPa @ 1m. Weight in air

PUR 7776 (Revised 07/2022) Page 3 of 4 Incorporated by Reference: Rule 60A-1.045, F.A.C.

should not be greater than 14g and weight in water 6.6g. That acoustic transformer should be located within the first 15 mm of the transmitter at the end with the activation wires.1. 3) larger internal or external tags - length should not be greater than 92 mm with a diameter of 16 mm.

Power output should not be greater than 159 db re 1 uPa @ 1,. The transmitter should be activated when the activation magnet is removed and deactivated when the magnet is replaced (magnetic reed switch activation).

(3) Proprietary or unique accessories and software required to download data from these receivers or to modify receivers to collect supplementary environment data.

Improved versions of these receivers, tags, and accessories developed during the single source period may be substituted as long as they meet the compatibility requirements outlined above.

TAGS: There are two types of tags, coded and continuous. The TP designation (VP7, VP9, VP13, & VP16) stands for temperature and pressure and a research can tailor make a tag to have none, one, or both added. This should be on all four tag types if applicable. A V9 or V13 can have AP (has an accelerometer) should have the option included. Tag list: V7, V9, V13, V16, tag with temperature (T) and or pressure (P) options: V&, V9, V13, or V16. Tags with accelerometer option: V9, and V13.

In tags which are continuous, meaning they are used for tracking but are NOT recorded on the underwater receivers but on the VR100 and those tags option: V9, V13 and V16 with additional options for temperature (T) and pressure (P).

Additional tags used are Predation Acoustic tags, V7D/V7DT, and V9D/V9DT with (T) for temperature sensor option and the Acoustic Data Storage Tag (ADST) which acoustically transmits and stores essential sensor data on behavior when located outside the receiver array.

Acoustic transmissions from tagged fish can be transmitted in real time wirelessly through an Innovosea Fathom Live Fish Tracking Dashboard, a site license for dashboard hosting and data management.

Wireless environmental sensors (aquaMeasure) paired with the aquaHub track water temperature and depth, along with a host of other environmental indicators (dissolved oxygen, salinity, chlorophyll, blue-green algae, turbidity, colored dissolved organic matter). Sensors can log data and also transmit wirelessly using Innovosea's Fathom Live Environmental Dashboard, a site license for dashboard hosting and data management.
