About this opportunity
The County of Sacramento has issued Request for Proposal (RFP) #2024-RFP-0378 for Inmate and Detention Supplies and Solutions, a comprehensive procurement seeking a nationwide contractor to provide detention-related products for multiple correctional facilities. The solicitation covers seven primary product categories including inmate clothing, sports bras, footwear, bedding, linen, mattresses, personal hygiene products, and restraints for facilities such as Rio Cosumnes Correctional Center, Youth Detention Facility, Main Jail Warehouse, Correctional Health Services, and Mental Health Treatment Center. Proposers must provide samples, meet federal and industry standards, and offer products that are new, currently in production, and capable of functioning in a correctional environment. The RFP was released on August 15, 2024, with a pre-proposal conference scheduled for September 5, 2024, and responses due by October 11, 2024, at 5:00 pm. Evaluation will be comprehensive, considering factors like work plan, pricing, qualifications, and experience, with a maximum of 100 points available, emphasizing overall value beyond just lowest price.
The procurement is structured through OMNIA Partners' cooperative purchasing program, which means the contract will be available to public agencies nationwide, including state and local governments, educational institutions, and non-profit organizations. While no specific set-aside designations were mentioned, the contract requires vendors to demonstrate nationwide service capabilities and commit to a coordinated marketing approach. The anticipated contract term is five years with potential renewal options for three additional one-year periods. The County of Sacramento anticipates spending approximately $9 million over the full contract term, with an estimated annual purchasing volume of $25 million across participating public agencies. Contractors must be prepared to pay an administrative fee of 3% of contract sales and make this master agreement their primary go-to-market strategy for public agencies. The contract will require firm pricing with no fuel surcharges, and prices must remain consistent, with the first 12 months of proposed prices held firm and potential documented price adjustments considered at the contract's end.
Opportunity text
The County of Sacramento, as the Principal Procurement Agency, defined in Appendix E, has partnered with OMNIA Partners, Public Sector, Inc., a Delaware corporation ("OMNIA Partners") to make the resultant contract (also known as the "Master Agreement" in materials distributed by OMNIA Partners) from this solicitation available to other public agencies nationally, including state and local governmental entities, public and private primary, secondary and higher education entities, non-profit entities, and agencies for the public benefit ("Public Agencies"), through OMNIA Partners' cooperative purchasing program. The County of Sacramento is acting as the contracting agency for any other Public Agency that elects to utilize the resulting Master Agreement. Use of the Master Agreement by any Public Agency is preceded by their registration with OMNIA Partners (a "Participating Public Agency") and by using the Master Agreement, any such Participating Public Agency agrees that it is registered with OMNIA Partners, whether pursuant to the terms of a Master Intergovernmental Cooperative Purchasing Agreement, a form of which is attached hereto on Appendix E, or as otherwise agreed to. Appendix E contains additional information about OMNIA Partners and the cooperative purchasing program.
OMNIA Partners is the largest and most experienced purchasing organization for public and private sector procurement. Through the economies of scale created by OMNIA Partners' public sector subsidiaries and affiliates, our participants have access to competitively solicited and publicly awarded cooperative agreements. For all public sector contracts, the lead agency contracting process continues to be the foundation on which we were established. OMNIA Partners is proud to offer more value and resources to state and local government, higher education, K-12 education and non-profits.
OMNIA Partners provides shared services and supply chain optimization to government, education and the private sector. With corporate, pricing and sales commitments from the Contractor, OMNIA Partners provides marketing and administrative support for the Contractor that directly promotes the Contractor's products and services to Participating Public Agencies through multiple channels, each designed to promote specific products and services to Public Agencies on a national basis. Participating Public Agencies benefit from pricing based on aggregate spend and the convenience of a contract that has already been advertised and publicly competed. The Contractor benefits from a contract that generally allows Participating Public Agencies to directly purchase goods and services without the Contractor's need to respond to additional competitive solicitations. As such, the Contractor must be able to accommodate a nationwide demand for services and to fulfill obligations as a nationwide Contractor and respond to the OMNIA Partners documents (Appendix E).
The County of Sacramento anticipates spending approximately $9,000,000 over the full potential Master Agreement term for Inmate and Detention, Supplies and Solutions. While no minimum volume is guaranteed to the Contractor, the estimated annual volume of Inmate and Detention, Supplies and Solutions purchased under the Master Agreement through OMNIA Partners is approximately $25 Million dollars. This projection is based on the current annual volumes among the The County of Sacramento, other Participating Public Agencies anticipated to utilize the resulting Master Agreement to be made available to them through OMNIA Partners, and volume growth into other Public Agencies through a coordinated marketing approach between the Contractor and OMNIA Partners.
