About this file
This is a Request for Proposal (RFP) #2024-RFP-0378 issued by Sacramento County, California, in partnership with OMNIA Partners, Public Sector, Inc., for Inmate and Detention Supplies and Solutions. The solicitation seeks a comprehensive contract for providing various supplies and equipment for detention facilities, including clothing, footwear, bedding, medical supplies, personal care items, electronics, and safety equipment. The RFP was released on August 15, 2024, with a pre-proposal conference scheduled for September 5, 2024, and a response deadline of October 11, 2024, at 5:00 pm. The anticipated contract term is five years, with potential renewal options for three additional one-year periods. The County anticipates spending approximately $9 million over the full contract term, with an estimated annual volume of $25 million across participating public agencies nationally.
The solicitation includes detailed pricing tables for specific items and requires proposers to provide percentage discounts across various product categories for both Sacramento County and national pricing structures. The contract will be awarded through a comprehensive evaluation process considering factors such as work plan, pricing, qualifications, and experience, with a maximum of 100 points available. The RFP emphasizes the cooperative purchasing aspect, allowing other public agencies, including state and local governmental entities, educational institutions, and non-profit organizations, to potentially utilize the resulting master agreement. The county will evaluate proposals based on overall value, with considerations beyond just the lowest price, and reserves the right to make modifications to the scoring structure prior to evaluation.

2. Introduction
2.1. Summary
The County of Sacramento, as the Principal Procurement Agency, defined in Appendix E, has partnered with OMNIA Partners, Public Sector, Inc., a Delaware corporation (“OMNIA Partners”) to make the resultant contract (also known as the “Master Agreement” in materials distributed by OMNIA Partners) from this solicitation available to other public agencies nationally, including state and local governmental entities, public and private primary, secondary and higher education entities, non-profit entities, and agencies for the public benefit (“Public Agencies”), through OMNIA Partners’ cooperative purchasing program. The County of Sacramento is acting as the contracting agency for any other Public
Agency that elects to utilize the resulting Master Agreement. Use of the Master Agreement by any
Public Agency is preceded by their registration with OMNIA Partners (a “Participating Public Agency”) and by using the Master Agreement, any such Participating Public Agency agrees that it is registered with OMNIA Partners, whether pursuant to the terms of a Master Intergovernmental Cooperative
Purchasing Agreement, a form of which is attached hereto on Appendix E, or as otherwise agreed to.
Appendix E contains additional information about OMNIA Partners and the cooperative purchasing program.
OMNIA Partners is the largest and most experienced purchasing organization for public and private sector procurement. Through the economies of scale created by OMNIA Partners’ public sector subsidiaries and affiliates, our participants have access to competitively solicited and publicly awarded cooperative agreements. For all public sector contracts, the lead agency contracting process continues to be the foundation on which we were established. OMNIA Partners is proud to offer more value and resources to state and local government, higher education, K-12 education and non-profits.
OMNIA Partners provides shared services and supply chain optimization to government, education and the private sector. With corporate, pricing and sales commitments from the Contractor, OMNIA Partners provides marketing and administrative support for the Contractor that directly promotes the
Contractor’s products and services to Participating Public Agencies through multiple channels, each designed to promote specific products and services to Public Agencies on a national basis. Participating
Public Agencies benefit from pricing based on aggregate spend and the convenience of a contract that has already been advertised and publicly competed. The Contractor benefits from a contract that generally allows Participating Public Agencies to directly purchase goods and services without the
Contractor’s need to respond to additional competitive solicitations. As such, the Contractor must be able to accommodate a nationwide demand for services and to fulfill obligations as a nationwide
Contractor and respond to the OMNIA Partners documents (Appendix E).
The County of Sacramento anticipates spending approximately $9,000,000 over the full potential Master
Agreement term for Inmate and Detention, Supplies and Solutions. While no minimum volume is guaranteed to the Contractor, the estimated annual volume of Inmate and Detention, Supplies and
Solutions purchased under the Master Agreement through OMNIA Partners is approximately $25 Million dollars. This projection is based on the current annual volumes among the The County of Sacramento, other Participating Public Agencies anticipated to utilize the resulting Master Agreement to be made available to them through OMNIA Partners, and volume growth into other Public Agencies through a coordinated marketing approach between the Contractor and OMNIA Partners.

3. Basis for Award
This proposal award will be determined by factors other than price alone. The County’s sole purpose in the evaluation process is to determine from among the Responses received, which one is best suited to meet the County’s needs. Any final analysis or weighted point score does not imply that one proposal is superior to another, but simply that in our judgment the proposal(s) we select offer(s) the best overall solution for our current and anticipated needs. The County reserves the right to make modifications to any scoring and/or weight structure prior to the evaluation of responses. The responses will remain sealed during the proposal evaluation period, and will be made available for public inspection upon notice of proposal award.
Proposal responses will be considered valid for a period of 120 calendar days after Proposal closing date above.
Note: All specifications, terms and conditions of this request will apply to any resulting order.

A. BID/QUOTE/PROPOSAL TERMS AND CONDITIONS: All of the terms and conditions of the bid, quote, or proposal against which this agreement is applied, are hereby incorporated.
B. SALES TAX NOT INCLUDED: Unless otherwise definitely specified, the unit prices do not include
California sales and use tax or Sacramento County sales and use tax.
C. INVOICING & PAYMENT: Upon timely submission of itemized invoices by vendor/contractor, payment shall be made per the terms of this agreement and for the prices stipulated for supplies delivered and/or services rendered after inspection and acceptance. Deductions, if any, may be made from payment as provided by this agreement. Payment on partial deliveries may be made whenever amounts due so warrant or when requested by the vendor/contractor and approved by the County. In connection with any cash (payment) discount specified in this agreement, time will be computed from the date of complete delivery of the supplies, equipment or services as specified, or from date correct invoices are received by County, whichever is later. For the purpose of earning the discount, payment is deemed to be made on the date of mailing of the County warrant or check.
D. E. DEFAULT BY VENDOR/CONTRACTOR: In case of default by vendor/contractor, the County of
Sacramento may procure the articles or services from other sources and may deduct from any monies due, or that may thereafter become due to the vendor/contractor, the difference between the price named in the contract or purchase order and actual cost thereof to the County of Sacramento. Prices paid by the County shall be considered the prevailing market price at the time such purchase is made.
Periods of performance may be extended if the facts as to the cause of delay justify such extension in the opinion…
