About this opportunity

Dallas Independent School District (Dallas ISD) is soliciting proposals for Information Technology Professional Services through a comprehensive Request for Proposal (RFP) designated as solicitation number JV-208301. The procurement is designed for district-wide, "as-needed" information technology professional services, encouraging participation from all vendors, including sole source providers. The contract will be procured in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 and can be utilized across local, state, federal, and grant-funded programs. The initial contract term is three years, with potential for two successive one-year extensions, not to exceed five years total. Key submission deadlines include a proposal due date of December 5, 2025, with reference check materials required by December 4, 2025, at 2:00 PM CT. Vendors will be evaluated using a reference check process that includes confirming previous service provision, likelihood of rehiring, and overall performance ratings. Submission requirements include completed reference forms, conflict of interest questionnaires, W-9 documentation, and a Certificate of Interested Parties (Form 1295).

The procurement includes specific small business enterprise (SBE) considerations, with a district-wide aspirational goal of 30% participation in contracts for goods and services. Bidders can earn up to 20 points through small business enterprise initiatives, including subcontractor utilization, certification status, and engagement strategies. Vendors not listing certified SBE subcontractors must submit comprehensive Good Faith Effort (GFE) documentation demonstrating outreach and engagement efforts. The district emphasizes non-discrimination and requires vendors to comply with strict background check requirements for personnel working in district facilities. While specific contract values are not explicitly stated, the multi-year contract structure and district-wide scope suggest significant potential opportunity for qualified information technology service providers. Vendors must navigate complex compliance requirements, including detailed conflict of interest disclosures, tax documentation, and adherence to local government procurement regulations outlined in Texas Local Government Code.
