About this opportunity
Palm Beach County's Procurement Department is issuing Request for Proposal (RFP) No. 26-033/LAC for Information Technology (IT) Project Management services to support the implementation of a SaaS-based Land Management Software (LMS) system for the Planning, Zoning & Building Division. The County seeks a full-time, on-site IT Project Manager to oversee both pre-implementation and implementation phases of the LMS deployment, which will support permitting, planning, inspections, zoning, and code compliance functions while integrating with existing County technologies. Key qualifications include a minimum of ten years of IT project management experience with at least five years in SaaS and enterprise software deployments, demonstrated experience with large-scale public multi-departmental IT projects preferably involving land management systems, and familiarity with Florida Building Code and regulatory requirements; GIS experience is highly preferred. The IT Project Manager must work on-site Monday through Friday from 8:00 a.m. to 5:00 p.m. at the Vista Center complex located at 2300 North Jog Road, West Palm Beach, Florida, pass the County's CJIS background check prior to the start date, and provide evidence of required insurance coverage ($500,000 Commercial General Liability, $500,000 Business Auto Liability, and $1,000,000 Professional Liability). Evaluation criteria include experience and qualifications (30 points), project approach and understanding of LMS regulatory systems (25 points), key personnel and operations (10 points), price submittal (15 points), Small Business Enterprises participation (15 points), and business location/local preference (5 points). The mandatory pre-proposal conference is scheduled for April 15, 2026, at 10:00 a.m. via teleconference, with proposals due by May 18, 2026, at 4:00 p.m. local time; the Selection Committee meeting is scheduled for June 4, 2026, at 9:00 a.m., with an anticipated award date of June 1, 2026, and contract start date of June 22, 2026.
This procurement is subject to Palm Beach County's Affirmative Procurement Initiative (API), which offers a fifteen-point preference for proposals from County Office of Small Business Development certified Small Business Enterprises (SBEs); federal certifications such as Service-Disabled Veteran-Owned Small Business designations are not recognized under this solicitation. The contract is limited to a single award and is reserved for SBE prime proposers on contracts valued under $500,000, with the fifteen-point small business development evaluation preference applied accordingly. No incumbent contractor currently exists for this position, as the Planning, Zoning & Building Division does not currently have a dedicated IT Project Manager; however, Plante Moran, which previously served as a consultant for pre-procurement activities and LMS selection support, is ineligible to participate in this solicitation. The selected LMS vendor is tentatively Accela, currently in negotiation with the County. The contract term is thirty-six months with an optional twelve-month renewal extension, compensated on an hourly basis with a total not-to-exceed contract amount to be established based on the proposer's hourly rate and estimated annual hours; the County has not disclosed a specific budget range but expects fully burdened, market-competitive pricing inclusive of all travel, overhead, and incidental costs with no additional expenses billed separately, and overtime rates are not permitted.
