About this file

This is Amendment No. 1 to Request for Proposal (RFP) No. 26-033/LAC issued by Palm Beach County Purchasing Department for Information Technology (IT) Project Management Services to support Land Management Software (LMS) implementation. The amendment provides clarifications and responses to proposer inquiries regarding the RFP requirements. The Selection Committee meeting is scheduled for June 4, 2026, at 9:00 a.m. at the Procurement Department, 50 South Military Trail, Room 1N-142, West Palm Beach, Florida 33415. Proposals must be submitted to the Palm Beach County Board of County Commissioners Procurement Department, 240 South Military Trail, West Palm Beach, Florida 33415, Attention: Bridget Williams, Procurement Manager and Christal Bakie, Procurement Administrative Project Coordinator, with a deadline of May 18, 2026. The IT Project Manager is expected to work on-site Monday through Friday from 8:00 a.m. to 5:00 p.m. at the Vista Center complex located at 2300 North Jog Road, West Palm Beach, Florida. The anticipated contract start date is June 22, 2026, and this is a single-award contract. The contract will involve coordinating with the Planning, Zoning & Building Division, Office of Technology and Innovation, the selected LMS vendor (tentatively Accela, currently in negotiation), and departmental subject matter experts throughout the implementation lifecycle.

The County has not disclosed a specific budget range but expects fully burdened, market-competitive pricing that is inclusive of all travel, overhead, and incidental costs with no additional expenses billed separately. Overtime rates are not permitted, and remote work is not anticipated under normal operating conditions. No incumbent exists for this position as the Planning, Zoning & Building Division does not currently have an IT Project Manager. The County previously engaged Plante Moran as a consultant for pre-procurement activities and LMS selection support, but Plante Moran is ineligible to participate in this solicitation. The Affirmative Procurement Initiative (API) applies to this solicitation, offering a 15-point preference for proposals from Palm Beach County Office of Small Business Development certified Small Business Enterprises (SBEs); federal certifications such as Service-Disabled Veteran-Owned Small Business designations are not recognized. Proposers must have a minimum of 10 years of IT project management experience with 5 years in SaaS and enterprise software deployments; GIS experience is highly preferred. The position requires a dedicated full-time IT Project Manager who meets all RFP requirements, whether proposed by an individual or company.
