About this opportunity
Dorchester County, South Carolina is requesting quotes for comprehensive Americans with Disabilities Act (ADA) accessibility assessments at approximately twenty county-owned or occupied facilities, with quotes due September 2, 2026 at 2:00 p.m. and questions due August 25, 2026 at 8:00 a.m. The county intends to award all locations to a single lowest responsive and responsible contractor.
The scope requires in-person, on-site assessments of administrative buildings, libraries, public safety facilities, public works facilities, human services buildings, and parks. The contractor must evaluate all applicable interior and exterior areas for compliance with Title II of the ADA and the 2010 ADA Standards for Accessible Design, identifying accessibility barriers and deficiencies with recommended corrective actions and planning-level cost estimates. Deliverables include individual location reports in PDF format with photographs, field measurements, priority classifications, and cost estimates; a consolidated county-wide executive summary and deficiency matrix; draft reports for county review; and one final presentation. All assessments, draft reports, final reports, and the presentation must be completed within ninety calendar days following Notice to Proceed.
Minimum qualifications require five years of ADA accessibility assessment experience and successful completion of at least three comparable projects for public entities. The contractor must carry General Liability ($1 million), Automobile Liability ($1 million), Workers' Compensation, and Professional Liability ($1 million per occurrence) insurance.
Award is based on the Total Base Quote for all twenty locations. The county reserves the right to reduce the number of locations based on available funding or county interests. Payment is made within thirty days of invoice approval for completed and accepted final location reports, with the county potentially withholding final payment until receipt and acceptance of all deliverables and the final presentation.
