1. SECTION ONE: SCOPE OF WORK/SPECIFICATIONS
1.1. Procurement Method
Informal Request for Quotes: This solicitation is being conducted as an informal Request for Quotes
(RFQ) in accordance with Dorchester County's applicable small/informal purchase procedures. This solicitation is not a formal Invitation for Bids (IFB) or Request for Proposals (RFP). Quotes will be evaluated for responsiveness to the requirements of this RFQ and responsibility of the Quoter. Award, if made, will be to the lowest responsive and responsible Quoter based upon the Total Base Quote.
Quote Opening: Quotes will remain electronically sealed in OpenGov until the submission deadline. This is an informal Request for Quotes; therefore, no public opening will be conducted. Quotes will be opened and reviewed administratively by Purchasing Services following the submission deadline.
Basis of Award and Adjustment of Locations. Quotes will first be reviewed for responsiveness to the requirements of this RFQ and compliance with the Minimum Qualifications. The County may request clarification or verification of information submitted; however, a Contractor may not materially alter its
Quote after the submission deadline. Award will be based upon the Total Base Quote for all locations identified in the Pricing Schedule. The County intends to award all locations to the lowest responsive and responsible Contractor based upon the Total Base Quote; however, the County reserves the right, based upon available funding or the best interests of the County, to reduce the number of locations included in the resulting award. Any such reduction shall not change the basis upon which the lowest responsive and responsible Contractor is determined, and the quoted price for each location shall remain firm.
Pricing shall reflect the Contractor's reasonable allocation of the cost of performing the required services at each location. The County reserves the right to reject a Quote containing materially unbalanced pricing when such pricing creates a reasonable risk of increased cost to the County if the number of locations ultimately awarded is reduced.
1.2. Scope of Work
1.2.1. Purpose
Dorchester County is seeking a qualified Contractor to conduct comprehensive Americans with
Disabilities Act (ADA) accessibility assessments of approximately twenty (20) County locations. The purpose of the assessments is to identify accessibility barriers and deficiencies, recommend appropriate corrective actions, establish priorities for remediation, and provide planning-level cost estimates that may be used by the County in developing and prioritizing future corrective work.
The Contractor shall evaluate each location for compliance with applicable accessibility requirements and shall clearly distinguish between conditions that constitute compliance deficiencies and recommendations that represent accessibility best practices or improvements beyond minimum legal requirements.
1.2.2. Locations
Assessments shall be performed at each location identified in the Pricing Schedule/Location List included with this Request for Quotes.
Locations include a variety of County-owned or occupied facilities and properties, including, but not limited to, administrative and office buildings, libraries, public safety facilities, public works and utility facilities, human services facilities, and parks and recreational properties.
Plans and specifications will not be provided during the solicitation process. Following award, the County may provide the successful Contractor with existing plans or other facility information in the County's possession, if available. The availability or completeness of such information is not guaranteed.
Any square footage, acreage, building counts, facility descriptions, or other quantities provided by the
County are approximate and are provided for informational and pricing purposes. Contractors are responsible for reviewing the information provided and otherwise familiarizing themselves, to the extent necessary, with the locations and extent of services required prior to submitting a Quote.
1.2.3. Assessment Requirements
The Contractor shall conduct an in-person, on-site accessibility assessment of each location. The assessment shall include all applicable interior and exterior areas of the property that are available to or used by employees, residents, visitors, program participants, or members of the public.

• Sidewalks, walkways, curb ramps, ramps, stairs, and changes in elevation;
• Building entrances and exits;
• Doors, doorways, hardware, maneuvering clearances, and thresholds;
• Interior accessible routes and circulation areas;
• Elevators and lifts, if applicable;
• Restrooms and other plumbing facilities;
• Drinking fountains;
• Service counters, transaction areas, meeting rooms, public-use spaces, and employee-use areas;

• Trails and pedestrian routes;
• Docks, landings, and similar recreational features;

The Contractor shall perform observations, take photographs, and obtain field measurements as necessary to identify and document accessibility conditions and deficiencies.
1.2.4. Applicable Accessibility Requirements
At a minimum, assessments shall consider the requirements applicable to Dorchester County as a state or local governmental entity under Title II of the Americans with Disabilities Act and the 2010 ADA
Standards for Accessible Design.
The Contractor shall also identify other applicable federal, state, or locally adopted accessibility standards or requirements when relevant to a particular condition or facility.
Recommendations based upon accessibility best practices, universal design principles, usability considerations, or other guidance that exceeds minimum legal requirements may be provided; however, such recommendations shall be clearly identified and distinguished from conditions determined to be compliance deficiencies.
1.2.5. Individual Location Reports
The Contractor shall prepare a separate written accessibility assessment report in PDF format for each location.
At a minimum, each report shall include:
A. Identification and general description of the location assessed;
B. Executive summary of significant findings;
C. Identification and description of each accessibility barrier or deficiency;
D. Photographs sufficient to document identified conditions;
E. Relevant field measurements, where applicable;
F. Citation to the applicable ADA standard or other accessibility requirement for each identified compliance deficiency;
G. Recommended corrective action or solution;
H. Priority classification as described below;
I. Planning-level estimated cost of the recommended corrective action; and
J. General cost classification of Low, Medium, or High.
Recommendations shall provide sufficient information for the County to understand the nature of the deficiency and the corrective action recommended. The assessment reports are intended for planning and prioritization purposes and are not intended to constitute construction plans or specifications.
1.2.6. Priority Classification
Each identified condition or recommendation shall be assigned to one of the following categories:
Priority 1 – Immediate/Life Safety: Conditions presenting an immediate accessibility or safety concern for which prompt corrective action is recommended.
Priority 2 – Compliance Deficiency: Conditions identified by the Contractor as not complying with an applicable accessibility requirement. The report shall identify the applicable standard or requirement supporting the determination.
Priority 3 – Recommended Accessibility Improvement: Recommendations that would improve accessibility, usability, or inclusion but that are not identified by the Contractor as legally required corrective measures.
The Contractor shall clearly distinguish required compliance corrections from recommended improvements so that the County may appropriately prioritize and budget future corrective work.
1.2.7. Cost Estimates
For each recommended corrective action, the Contractor shall provide a planning-level opinion of probable cost sufficient to assist the County with budgeting and prioritization.
Each item shall include:
• An estimated dollar amount or reasonable estimated cost range; and
• A general cost classification of Low, Medium, or High.
Cost estimates are intended solely for planning and budgeting purposes and shall not be represented as construction bids, guaranteed costs, or detailed construction estimates.
1.2.8. County-Wide Summary and Prioritization
In addition to the individual location reports, the Contractor shall prepare a consolidated County-wide executive summary and deficiency matrix identifying findings from all assessed locations.
At a minimum, the matrix shall identify:
• Location;
• Identified barrier or deficiency;
• Applicable accessibility standard or citation, when applicable;
• Priority classification;
• Recommended corrective action;
• Planning-level estimated cost or cost range; and
• Low, Medium, or High cost classification.
The consolidated information shall be organized in a manner that allows the County to identify and prioritize corrective actions across all assessed locations.
1.2.9. Draft Reports and County Review
The Contractor shall submit draft reports to the County for review prior to issuance of final reports.
The County may provide comments, identify factual inaccuracies, request clarification, or request correction of omissions relating to the required scope of the assessment. The Contractor shall address applicable County comments and incorporate necessary revisions into the final reports at no additional cost.
County review of draft reports shall not relieve the Contractor of responsibility for the professional accuracy or completeness of its assessments and recommendations.

Site walkthroughs with County representatives may be conducted when necessary. County Facilities staff will provide escorted access when required.
