About this opportunity
The South Carolina Department of Transportation (SCDOT) is issuing a Request for Proposals (RFP) for the National Electric Vehicle Infrastructure (NEVI) Formula Program Phase 1 AFC Zones project, seeking contractors to deploy Direct Current Fast Charging (DCFC) stations across 21 designated Alternative Fuel Corridor zones along major interstate highways including I-85, I-26, I-77, I-20, and I-95. The procurement requires installing a minimum of four charging ports per site capable of continuous 150kW charging, with each site mandated to include Level 2 charging capabilities, ADA-compliant parking, and amenities like restrooms and food services within 1,000 feet. Key deliverables include comprehensive site design, equipment installation, five years of operations and maintenance, cybersecurity implementation, and quarterly/annual reporting. Technical proposal evaluation will be based on 45 points for Technical Proposal Part 1, 130 points for Technical Proposal Part 2, and 25 points for the Business/Cost Proposal. The initial contract term is two years with potential five one-year renewals, and contractors must achieve Substantial Completion within 24 months of award. Proposals are subject to multiple technical requirements, including Build America Buy America compliance, federal highway contract provisions, and specific charging infrastructure technical specifications.
While Disadvantaged Business Enterprise (DBE) requirements do not directly apply to NEVI Formula Program funds, SCDOT encourages participation from disadvantaged communities and local businesses. Proposers must provide a minimum 20% non-federal match funding and demonstrate compliance with Davis-Bacon Act wage requirements. Proposers will be required to submit a Letter of Credit equal to 100% of the Maximum Total Project Reimbursement, which can be reduced by 20% after successful annual operations and maintenance periods. The project aims to reimburse up to 80% of eligible project costs, with total project budgets likely varying by lot and specific site requirements. Contractors must meet strict operational requirements, including maintaining 97% charging equipment uptime, implementing comprehensive cybersecurity protocols, and providing 24/7 customer service. The project emphasizes workforce development, requiring proposers to detail plans for utilizing local training partners and achieving Electric Vehicle Infrastructure Training Program (EVITP) certifications.
